Purpose
 
To hire an expert specialist who will provide SEESAC’s arms control projects with on-demand SALW related technical expertise and advisory support services.  
 
Objective
 
To help built national and regional capacity, in the Western Balkans, to control arms by securing SALW related technical expertise and advisory support services when necessary.
 
Background Information
 
The uncontrolled proliferation and illicit trafficking of SALW is a serious problem in SEE, which has fuelled crime and insecurity, exacerbating conflict in the region and undermining post conflict peace-building. SEESAC has a mandate from the United Nations Development Programme (UNDP) and the Regional Cooperation Council (RCC) to further support all international and national stakeholders by strengthening national and regional capacity to control and reduce the proliferation and misuse of SALW, and thus contribute to enhanced stability, security and development in SEE.
 
With SEESAC's technical, expert and administrative support, all countries in the region increased their capacity to collect and publish data on arms exports, thus increasing transparency in this field. As a result, and with the help of SEESAC-developed software, these states now have the capacity to collect and publish data (in Annual National Reports) on their exports often achieving higher levels of transparency than many EU member states. In July 2009, SEESAC achieved a major political breakthrough by securing the support of Albania, Bosnia and Herzegovina, Montenegro, Serbia, and the former Yugoslav Republic of Macedonia for the development of a Regional Report on Arms Exports, the first of which was published that same year.
 
More recently, SEESAC has received a joint request from the countries of SEE to further support them in improving their reporting and technical capacities, particularly those necessary for accurate reporting to the UN and the OSCE.
 
On 9 December 2013 the Council of the European Union passed the Council Decision 2013/730/CFSP in support of SEESAC disarmament and arms control activities in South East Europe. This way the 28 EU member states secured over EUR 5 million for the implementation key SALW Control Activities by SEESAC. The new phase of activities builds directly upon the SALW Control work SEESAC successfully completed during the 2010-2012 period under the Council Decision 2010/179/CFSP.  It significantly enhances SEESAC’s capacity to continue to strengthen safety and security through regional cooperation in South East Europe under the EU Support of SEESAC Disarmament and Arms Control Activities in South East Europe (EUSAC) portfolio.
 
In the following three years, until 2016, under the Council Decision 2013/730/CFSP SEESAC will work on: a) increasing the security of stockpiles of SALW and their ammunition in SEE; b) reduction of available stockpiles of SALW and their ammunition through destruction activities in SEE; c) improvement of marking and tracing through the provision of support to the establishment or enhancement of the existing electronic weapons registration and record keeping systems in SEE; d) enhancement of controls of SALW and their ammunition through fostering and facilitating knowledge sharing, information exchange and awareness-raising through closer regional cooperation in SEE; e) support to the collection of illegal SALW, explosive devices, ordinance, and associated ammunition held by the population of SEE countries.     Within this project, SEESAC liaises directly with governments, providing technical input, information exchange, co-ordination and overview of current and future efforts and fund-raising assistance for specific SALW projects.
 
Description of Responsibilities:

The SALW Specialist Advisor will be available to provide technical assistance and expertise, necessary for the implementation of SEESAC’s Arms Control related project, when it is required and according to specific needs, that might encompass more than one component of the projects.

Technical knowledge related to SALW and arms transfers and advisory services aimed at increasing the capacity of national and regional counterparts in the Western Balkans for arms control, based on specific needs within SEESAC’s Arms Control related activities, provided, deadline: as requested.
 
Qualifications and working experience 
  • Advanced technical university degree or equivalent in a relevant area;
  • Over 5 years of working experience and knowledge of arms transfers trends and control policies in the SEE region;
  • In –depth technical knowledge of the weapons commonly stored in/exported from the SEE region;
  • In – depth knowledge of the UN and OSCE weapons categorization and reporting requirements, in particular the UN Programme of Action and the Reporting Template for the Implementation of the OSCE Document on Small Arms and Light Weapons;
  • In-depth technical knowledge of the EU and the regional Military Lists;
  • More than 15 years of experience working on SALW;
  • Military background would be an asset. 

Language 

  • Fluency in both English and BCMS (Bosnian/Croatian/Montenegrin/Serbian) language. 
Competences
  • Excellent analytical and writing skills;
  • Familiar with current security issues in SEE;
  • Strong interpersonal and communication skills;
  • Excellent computer literacy;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
 
  • Letter of Interest containing the following information:
(i) Explaining why the candidate is the most suitable for the work
(ii) Provide a brief methodology on the approach to the work and how it will be conducted (max. 300 words);

  • Financial offer – The financial proposal shall specify professional fee per day;
  • List e-mail contacts of three referees in P11 (section 26 & 29).

Additional Information:
 
  • Individual Contract (IC) will be applicable for individual consultants applying in their own capacity.  If the applicant is employed by any legal entity, IC would be issued upon submission of Consent letter from the employer acknowledging the engagement with UNDP.   • Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any legal entity. Template of RLA with General Terms and Conditions could be found on: http://www.undp.org.rs/download/RLA%20with%20General%20Terms%20and%20Conditions.doc. In the case of engagement of Civil servants under IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted. 
Engagement of Government Officials and Employees 
  • Government Officials or Employees are civil servants of UN Member States.  As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their Government employer), the following conditions must be met prior to the award of contract:  
(i)       A “No-objection” letter in respect of the individual is received from the Government employing him/her, and;
(ii)     The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.
 
  • The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status. UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required. Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her. The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status, and include any conditions and restrictions on granting such permission, if any. The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
