Overview : The Nepal Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the Bureau for Crisis Prevention and Recovery (BCPR) and United Nations Development Programme (UNDP) Nepal in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The programme also provides support to climate-sensitive sectors at the strategic level complemented by support to community-based climate risk management (CRM) initiatives at the local level. Interventions in the area of community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. Department of Hydrology and Meteorology under Ministry of Science, Technology and Environment, Government of Nepal and UNDP’s CDRMP are collaborating to establish a community based Early Warning System under community based climate risk management initiative which has been envisaged to strengthen community preparedness to various hydro-meteorological hazards. This initiative would involve installation of Community Based Early Warning System (CBEWS) in selected communities in selected districts particularly focussing for floods and flash floods. In addition, the precipitation data would also be used to indicate the potential landslides events in the upstream and can be linked with Landslides EWS in the later days. The initiative would involve the detail technical assessment for establishment of real time telemetric EWS for floods and flash floods, procurement of the equipment, installation, training, and testing of the CBEWS in the identified communities. DHM will be a custodian of CB EWS Systems equipment that has been established with the support of UNDP/CDRMP and the generated data and shall manage the system and data as per DHM guidelines. On successful installation of the CBEWS, the system would be handed over to the communities with clear operational guidelines and trainings to the EWS Action Team members for its operation. The initiative will also build capacities of DHM and in the end handover the responsibility for the EWS to DHM. All activities would include women and marginalized groups in planning and implementation. Towards this objective the services of eligible institutions, organizations or service providers are sought.
