Overview : CONSULTANT – Project Planning and Monitoring Expert Location : Home-based with mission travel Application Deadline : February 6, 2015. Type of Contract : Individual Contract Post Level : International Consultant Languages Required : English & Spanish Starting Date : (date when the selected candidate is expected to start) Project Title: February-March 2015. Project: Strengthening Capacities of Rural Aqueduct Associations' (ASADAS) to address climate change risks in water stressed communities of Northern Costa Rica Duration of Contract : 70 working days. Under the supervision of the UNDP-GEF Regional Technical Advisor on Climate Change Adaptation and UNDP Country Office Environment Officer, the Project Planning and Monitoring Expert will closely coordinate the field activities of a team a one local consultants and institutional counterparts, and will participate in two validation workshops during the process. This will be a home based position. The main deliverables for this consultancy are the finalized documents for submission to the GEF Secretariat: Project Document (Prodoc), CEO Endorsement Request, ESSP Checklist, CC-A Tracking Tool. Duties and Responsibilities The International Project Planning and Monitoring Expert will closely coordinate with the team of regional experts, with at least four missions as well as home-based work, to perform the following tasks: 1. Providing an overall orientation to the Project Preparation Grant (PPG) team in relation to GEF requirements for project planning and monitoring. 2. Providing methodological guidance for data collection related to project planning and monitoring with particular attention given to the description and quantification of the baseline investments. 3. Defining and validating the project outcomes, outputs, and activities based on a logical framework analysis and the results of the PPG studies undertaken by the team of experts. 4. Developing the results framework of the project. 5. Compiling the final baseline/situational analysis for the project based on the inputs from local experts and in close cooperation with the key national stakeholders. This will include a precise definition of baseline projects, activities, budgets, goals, and co-financing links to GEF outcomes; definition of GEF incremental value per outcome and output; and development of incremental cost matrices. 6. Support the exploration of co-financing opportunities and follow up in coordination with UNDP Country Office and the UNDP-GEF Regional Technical Adviser on Climate Change Adaptation. 7. Preparing a quantified assessment of the project’s benefits for Climate Change Adaptation based on inputs from local experts and international standard criteria for adaptation management. 8. Preparing the M&E plan and budget. 9. Facilitating and improving proposed indicators and targets through expert consultation in Costa Rica. 10. Ensuring the budget is developed in accordance to GEF and UNDP procedures and cost recovery policies, and that it includes Direct Project Cost estimations for the Country Office as well as clear distribution of GMS between UNDP offices according to procedures. 11. Incorporating previous comments to the Project Information Format (Annex IV). 12. Developing the environmental and social screening proposal for the project jointly with the UNDP-GEF Regional Technical Adviser on Climate Change Adaptation. 13. Drafting final project documentation, including: i) socioeconomic benefits of the proposed interventions at the national and local levels; ii) environmental, social, financial, and institutional sustainability of proposed project activities; iii) cost-effectiveness analysis of the project strategy and suite of activities compared with the alternatives; iv) replicability strategy for project outcomes; v) risk analysis of the proposed project activities and measures to mitigate risks; vi) incremental cost analysis; and (vii) budget. 14. Ensuring that the GEF Council and STAP comments are appropriately addressed and incorporated in the documentation. 15. Ensuring that the Climate Change Adaptation tracking tool is completed following UNDP and GEF guidelines. 16. Developing the Stakeholder/Country Involvement plan based on input from regional experts, including an action plan for the incorporation of gender aspects into the project. 17. Drafting TORs for the key consultants/contracts to be employed by the project. 18. Performing final reviews of the required project documentation. Assignment Deliverables Deliverable 1: • Detailed review of and suggestions for adjustments to the terms of reference (TOR) and expected outputs of the consultants. • Detailed timeline of activities and responsibilities for the preparatory process. • Proposed methodology and formats for collecting information for the PPG consultant team. • Virtual inception workshop report that includes technical advice on data collection, planning and project monitoring, focusing on the approach to describe and quantify the project baselines. • Final report with observations and comments on the products. Deliverable 2: • Logical framework and Total Budget and Work Plan table. • Draft documents: ProDoc, CEO Endorsement Request, ESSP checklist and CC-A Tracking Tool, in English, revised, updated and including required attachments, in accordance with the guidelines and requirements of UNDP-GEF. • Final documents: ProDoc, CEO Endorsement Request, ESSP checklist and CC-A Tracking Tool, updated in response to the reviews and opinions of relevant stakeholders. Deliverable 3: • ProDoc, CEO Endorsement Request, ESSP checklist and CC-A Tracking Tool, updated in response to the reviews and comments of the UNDP-GEF RCU, the GEF Secretariat and the GEF Council. Estimated duration The consultancy will be for 70 working days over a period from January 2015 to September 2015. Institutional Arrangements The Consultant will be home-based, with some travel to Costa Rica. The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment. The Consultant will be responsible for providing her/his station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection. Method of Payment Payments will be made per deliverable. The quality of the final documents will be evaluated by the UNDP-GEF Regional Technical Adviser on CC-A and the Global Technical Adviser on CC-A.. If the quality does not meet standards or requirements of the UNDP-GEF, the consultant will be asked to rewrite or revise (as necessary) the document before proceeding to payment. Payments shall be made upon delivery and approval by the UNDP-GEF Regional Technical Adviser on CC-A and the UNDP-GEF Global Technical Adviser on CC-A of the products agreed. Payment Distribution: First Payment: Deliverable 1 , 30% of total contract amount. Second Payment: Deliverable 2, 40% of total contract amount. Third Payment: Deliverable 3, 30% of total contract amount. Travel: International travel will be required to attend one or two missions to Costa Rica (depending on technical offer) with expected maximum total travel duration of 15 days including a long mission or two shorter missions. Costs for mission travel should not be included in financial proposal. All related travel expenses will be supported by the project travel fund and will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents. Consultants will be responsible for making their own mission travel arrangements in line with UNDP travel policies; Any necessary missions must be approved in advance and in writing by the supervisor. The Basic Security in the Field II and Advanced Security in the Field courses must be successfully completed prior to commencement of travel; Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director; The consultant shall be solely responsible for taking out and for maintaining adequate insurance required to meet any of its obligations under the Individual Contract, as well as for arranging, at the consultant’s sole expense, such life, health and other forms of insurance as the consultant may consider to be appropriate to cover the period during which the consultant provides services under the Individual Contract.
