Overview :

BACKGROUND / PROJECT DESCRIPTION 

Ethiopia has conducted four general elections since the introduction of multi-party political system in 1995. The fifth general election will be conducted in May 2015. The people and government of Ethiopia are eager to maintain this track record, improve the electoral process and further strengthen democratic evolution.

The National Electoral Board of Ethiopia (NEBE) requested UNDP’s support to lead in coordinating donor support for the electoral process. In response to this request, the UN Electoral Needs Assessment Mission (NAM) was deployed in June 2014. An Electoral Support Project (ESP) has been developed following NAM’s recommendation to support the national efforts. 

ESP is a two-year project (2014-2016) funded by UNDP and other donors  to support Ethiopia to conduct free, fair, credible, and peaceful elections which reflect the will of the people and meet both regional and international standards for democratic elections.

ESP contributes to Outcome 10 of the United Nations Development Assistance Framework (UNDAF), which states: “By 2015, national and sub-national actors utilize improved mechanisms that promote inclusiveness, participation, transparency, accountability and responsiveness in national development processes”.

The Project seeks to contribute to four outputs:

  • Improved transparency and independence of the electoral process management
  • Improved political space and inclusive participation in the electoral processes
  • Support national peace infrastructure to mitigate and resolve election-related conflicts
  • Lessons learnt documented for post-election programming and institutional capacity strengthening

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Academic Qualifications:

  • Master’s degree in political science, international relations, law, public administration or other relevant discipline, or equivalent

b. Years of experience:

  • Minimum 7 years relevant experience with governance project management (electoral processes and election management an advantage )
  • Practical experience in election operations, including planning, management and  logistics
  • Institutional capacity building experience, training, project design and implementation, monitoring and evaluation skills desirable
  • Knowledge of UN financial management systems an advantage
  • Experience with UN, governments, donors, non- government and international development organizations
  • Excellent analytical, communication, writing and presentation skills
  • Excellent knowledge of Ethiopian political and electoral context
  • Willingness to work extensive hours and under pressure
  • Advanced computer skills essential

c. Language and other skills:

  • English and Amharic languages fluency written and spoken, essential

d. Functional Competencies:

  • Substantive experience in management of governance projects, preferably  in the area of elections in a normal (non-conflict) development context
  • Theoretical and practical knowledge of inter-disciplinary development and governance issues
  • Strong understanding of political dynamics in government, civil society and the donor community in Ethiopia

Knowledge Management and Learning

  • Shares knowledge and experience and contributes to UNDP Practice Areas and actively works towards continuing personal learning and development

Development and Operational Effectiveness

  • Strong knowledge  on strategic planning, results-based management and reporting
  • Ability to apply theory to the specific project  context

Management and Leadership

  • Focuses on impact and result for the client and responds positively to critical feedback
  • Closely monitor project  risk matrix and identify possible implementation bottlenecks -taking in the pursuit of creativity and innovation
  • Consistently approaches work with energy and a positive, constructive attitude
  • Demonstrates strong writing, facilitation, and presentation skills
  • Builds strong relationships and networks with clients and external actors
  • Capacity to work with diverse partners including government, donors and civil society
  • Remains calm, in control and good humoured even under pressure
