The United Nations Development Programme seeks Expressions of Interest (EOI) from suitably qualified and experienced Community Based Organisations (CBOs)/International Non-Governmental Organisation (INGOs) to implement Food Security, Emergency Response and Recovery Project to be implemented in selected states. The project, guided by priority areas identified in the Hyogo Framework for Action (HFA), is expected to reduce disaster risks related to emergency floods and food insecurity and strengthen community and institutional capacity to mitigate, and prepare for disaster risks and sustainably manage land, natural resources, and the environment.

Under Output 1 of the project UNDP is implementing the food security, emergency floods response and recovery project in order to address the impact of food insecurity and emergency floods in selected locations including IDPs’ sites with a focus on the most vulnerable groups especially women.  The key expected results under this output  are:

  • Project Result 1: Short to medium term community needs situation analysis conducted
  • Project Result 2: Community level emergency protective equipment and supplies stockpiled, in collaboration with concerned partners and agencies for protecting the IDPs.
  • Project Result 3: Community food grain reserves constructed through emergency employment and food for work programmes  (1,000 people , 500 in emergency employment and 500 in improved livelihoods, 50% women)
  • Project Area 4: Livelihoods skills training  for 1000 IDPs (50% women) in Awerial county in Lakes state, and Melut in Upper Nile state, including the IDPs who are currently based in the UN premises in PoC sites in Bentiu (Unity state) and in non-UN premises in Central Equatoria.

The purpose of this request for EOI is to select organisations which will be responsible jointly with UNDP project team for project implementation in the selected counties. This request for EOIs, therefore, seeks to solicit the interest of organizations/institutions that have the capacity to manage short to medium and long term initiatives and programmes in the range of 1 milion USD. The EOI is comprised of a state­ment of experience and capacity, which would be used to develop a short-list of organisa­tions to engage directly with the UNDP programme team.

Interested organisations, meeting the criteria listed below are invited to submit their expression of interest, clearly demonstrating their experience and capacity to deliver the work listed above

Shortlisted organisations will be invited to submit full proposals to UNDP.

  • Background of the Project

 

UNDP is a member of the National Early Warning technical working group on National Disaster Management Policy overseen by a National Disaster Management Council embedded in the Office of the President. UNDP will be supporting the multi-stakeholder consultations at the national, state and community levels and provide technical and financial inputs which are expected to result into context specific policy framework, eventual legislation and effective programmes on disaster management and aspects of risk reduction, risk management, and early warning protocols. In this regard, UNDP will also together with national government, states, local communities, partner organisations and other stakeholders operationalize the Food Security, Emergency Flood Response and Recovery Project that is anticipated to further enhance the disaster risk reduction strategies and programs in the country.
