Overview :

BACKGROUND / PROJECT DESCRIPTION 

Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavours to facilitate the implementation of Delivering as One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programmes in Ethiopia. Moreover, OMT proposes and implements inter-agency initiatives to ensure quality of support services, while utilizing resources effectively.

The OMT has therefore undertaken to establish a Local Consultants Roster which will include local technical experts/ consultants and Support Services[i] that the group envisages, will promote the Delivering as one initiative and will moreover, create efficiencies in the selection and deployment of local consultants and support staff across UN agencies.

The services of Consultants and Support Service Staff are normally accessed in line with and through standard recruitment and Procurement practices of UN sister agencies. While there are a few agencies applying other recruitment tools, UNDP applies Procurement standards for itself as well as for several UN Agencies for which it lends administrative support. The Rosters seeks to support the range of modalities.

MANAGEMENT OF CONSULTANCY SERVICES  

The Roster Development Expert will report to the Chairperson, OMT HR Working Group with facilitation of the Common Operations Specialist at the UN Resident Coordinator’s Office (RCO), and work under the overall guidance of Chairpersons of the OMT HR Working Group.The Roster Development Expert will implement the deliverables described in this Terms of Reference (ToR) in consultation with the RCO, OMT Chairs and OMT Working Group on HR.

The Consultant will not provide any substantive or operational information regarding UN’s operations activities to third parties without the written consent of UNCT.

This consultancy will be administrated by the United Nations Development Programme (UNDP), and all relevant UNDP rules, policies and procedures will apply.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Academic Qualifications:

  • University Master Degree in International Relations, Project Management, Human Resources, Computer Science, Knowledge Management or related field.

b. Years of experience:

  • 8 years of Experience in the establishment and maintenance of office systems, information science, knowledge management, system analyses and design or related;

c. Functional Competencies:

  • Expertise in project management;
  • Expertise in knowledge management and relevant web-based software;
  • Expertise in security of web enabled/based applications and collaborative software;
  • Expertise in managing the design, development and implementation of web applications;
  • Expertise in roster design, programming and server/database management;
  • Proven experience in production of viable knowledge management platforms and if possible, strategies. If experience involves working with multiple agencies, it is desirable;
  • Knowledge and experience of use of IT systems in IKM;
  • Sound communication, time management and organizational skills;
  • Experience in rostering (desirable);
  • Understanding of the United Nations System (desirable);

d. Language and other skills:

  • Fluency in English, both oral and written, and national language of the duty station.
  • Capacity to communicate fluently with different stakeholders and UN staffs members;
  • Computer skills: Microsoft project, database management system, content management systems, web server expertise, web and multi-layer security practices;
