| Overview : The Rio declaration, United Nations Framework Convention on Climate Change, United Nations Convention on Combating Desertification, World Trade Organization, Convention on Biodiversity to mention but a few, enjoins the international community to provide an enabling environment both policy and legal, for the protection of ecosystems in a manner that they are able to provide for the needs of present generation without compromising the needs of future generations. Such an enabling environment provides a sustainable development pathway that seeks to balance the environment, economic, social and development needs. Currently, environmental matters are regulated through different legal instruments implemented by different government institutions. There is no coordinated approach for implementation of these legal instruments that could provide a clear guidance and certainty on environmental management in Botswana as well as providing certainty in decision making in order to allow for informed planning and implementation of environment policies, programmes and projects. The government of Botswana as supported by UNDP, wishes to develop an Environment Management Act as a framework legislation that will provide for an integrated and coordinated approach to environmental management in Botswana through established international and national environmental principles, institutional reforms and governance methodologies that could facilitate an enabling environment for implementation of sustainable development pathways.
