Overview :

The analysis of HIES data is key to identify and analyze incidence, trends and dimensions of poverty and inequality as well as the characteristics of the poor. This is crucial for formulating well-informed effective and targeted poverty reduction strategies, policies, plans and programmes at the national and sub-national levels. The analysis of the latest HIES will be done comparatively with the 2006 HIES and, therefore, will provide an analysis of poverty and inequality trends linked with the overall macroeconomic and growth trends. This will allow for evaluating the effectiveness and the impact of national policies and plans. UNDP has been the most trusted partner for undertaken HIES analysis since 2006, providing 80% of all HIES analysis in the Pacific (including Palau 2006 HIES).

In order to assess the socio-economic and vulnerability characteristics of the people of Palau the government, through the National Statistics Office conducted a Household Income and Expenditure survey during 2013/14.

This survey now needs to be fully analysed for its poverty, hardship and socio-economic information and its implications for policy. Such analysis would provide a sound basis for the estimation of up-dated national poverty lines and the changes in poverty incidence. It would also provide valuable data for the government on the characteristics of hardship and poverty in the different sub-regions of the country and amongst the most vulnerable groups, especially, women, the elderly and children.

The proposed analysis of the HIES data would inter alia assist the government to estimate the:

  • National and, if possible, sub-regional food and basic need poverty lines
  • Incidence of poverty amongst the most vulnerable groups, including the elderly, female headed households as well as children (MDG1)
  • Depth and severity of poverty through estimates of the poverty gap and squared poverty gap indices (MDG1)
  • Gini coefficients and levels of inequality (MDG1)
  • Characteristics of the poorest households disaggregated by gender, age and other specific characteristics, including education and employment status
  • Diet and nutrition patterns of poor households (MDG1)
  • In-depth analysis of social vulnerability

Together this information will enable the government to estimate the most vulnerable households in relation to the continuing impacts of the global economic situation and to develop appropriate support and mitigation measures. This information will be available to the government, development partners and other stakeholders.

The analytical methodology to be followed would be that developed by the UNDP Pacific Centre and ADB for national poverty lines, poverty incidence analysis and poverty characteristics for PICs from household income and expenditure survey data. This methodology was endorsed by regional heads of national statistics offices during a regional poverty analysis workshop in 2007. Palau was represented at this meeting.

The analysis in Palau would complement similar analyses already undertaken by, or with the technical support of the Pacific Centre, in other Pacific countries as part of its regional MDG and Poverty Reduction initiative. These previous analyses are now being widely used by governments to assist them in developing pro-poor policies in response to the global situation.

  • How the applicant meets the selection criteria
  • Evaluation approach and methodology
