1. BACKGROUND

The Lake Chad basin (966.955 km²) located in Western and Central Africa, is Africa’s fourth largest lake and forms part of the territory of Cameroon, Central African Republic, Chad, Niger and Nigeria. The lake is fed by groundwater and by the following rivers: Chari/Logone, which originates from Central African Republic / Cameroon and supplies approximately 95% of the lake’s surface water input; Komadugu-Yobe which flows in from northern Nigeria, and considered to be of minor significance to the whole of the basin, yet locally significant to the northern reaches of the Lake Chad wetlands; and the Ebeji and Yedseram, which also contribute very small inflows. The Lake Chad Basin is facing recurrent droughts with several years caused by a general decline in rainfall. Degradation of the vegetation cover in the basin has led to drastic changes in the environmental conditions. The impacts of climate change on the lake biotope are alarming, as this vital water body could disappear, its surface area having decreased by 90% and its volume decreased by about 60% over a 45-year period.

A previous GEF Project undertook a consultative Transboundary Diagnostic Analysis (TDA) and developed a Strategic Action Programme (SAP) responding to the key transboundary problems identified in the TDA. The SAP, developed in partnership with the Lake Chad Basin Commission (LCBC), was approved by the Lake Chad countries in 2008. A follow-on project to aid implementation (Improving Lake Chad management through building climate change resilience and reducing ecosystem stress through implementation of the SAP) was approved by the GEF for pipeline entry on the basis of a PIF (Project Identification Form) submitted in April 2013.

The PIF anticipates six outcomes:

  • A strengthened LCBC develop and implement policies, identify priority investments, and improve basin-wide monitoring, towards an integrated ecosystem-based lake basin management approach
  • Legal, policy and financial instruments established at national level and harmonised across countries for greater water availability and effective conjunctive management of surface and groundwater resources and related ecosystems
  • Capacity of national ministries, institutions and other stakeholders (e.g academia, civil society) strengthened to support the development /updating of policy and identification of priority investments leading to better water and ecosystem management
  • LCBC and member States operating and utilising data and information from Management Information System for effective and sustainable Land Water, and Biodiversity Resources management
  • LCBC, national governments and local communities gain practical experience and ‘proof of concept’ validation on sustainable ecosystem management and alternative livelihoods
  • Assessment of stress reduction and livelihood strengthening activities identified in the SAP leads to a broad investment programme to further assist SAP implementation

A Project Document and associated GEF CEO Endorsement Document were formulated and submitted to the GEF Secretariat in March 2015. However, on the basis of the GEF Secretariat’s review, these documents deviated significantly from the approved PIF concept, necessitating substantive discussion with the Lake Chad Basin Commission and revision to the structure of the project in order to adequately respond to comments received and resubmit to the GEF Secretariat for the GEF CEO endorsement.

UNDP would like to engage an experienced consultant who can revise the Project Document (ProDoc), the GEF CEO Endorsement Document and associated project results framework, workplan, budgets, etc. to adequately address comments from GEF.  This assignment is to revise the documents (with the assistance, if required, of a regional consultant) to enable the package of documents to be resubmitted to the GEF Secretariat by UNDP on behalf of the participating countries.

2. SCOPE AND DESCRIPTION OF THE WORK, RESPONSIBILITIES:

Under the supervision of the Head of Sustainable Development Unit, UNDP Chad, with technical guidance from UNDP-GEF Regional Technical Advisor for Water & Oceans Governance Program in Eastern & Southern Africa, the consultant is expected to carry out the tasks below:

Information on Working Arrangements:

·         Estimated level of effort, including travel, is 36 working days;

·         The consultant will work from home with mission travel;

·         The consultant will report to, and be directly supervised by, UNDP.  UNDP-GEF Regional Technical Advisor for Water & Oceans Governance Program will provide technical guidance to the assignment and provide technical clearance to all deliverables submitted by the consultant; 

·         The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;

·         UNDP Chad will provide logistical and administrative support to the consultant to complete the assignment, in particular, for travel and meeting arrangement prior to any authorized missions. 

·         The Consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;

·         The consultant will engage regularly by email, Skype and/or and phone on a weekly and/or as needed daily basis.

Travel:

·         The consultant will travel LCBC (N’Djamena, Chad);

·         All travels must be authorized in advance by the supervisor;

·         The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;

·         Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;

·         Consultants are required to comply with the UN security directives;

·         The consultant will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies;  

·         All related travel expenses will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents. Costs for mission travel (airfares and living allowances) should not be included in financial proposal.

Qualifications required

Education:

Master’s Degree or equivalent with specialization in relevant field(s) related to the assignment (e.g. water resource management, ecology, civil or environmental engineering, environmental management, NRM economics, but not restricted to these)

Experience:

At least 15 years working experience in international waters or natural resources management related field;

Demonstrated experience and proven track record of working with governments on shared water resources management in Africa is required.  Experience in the Lake Chad basin and the basin states is highly desired;

Successful project development experience using the Log frame approach as well as good understanding and experience in Results-based Management is essential; the past successful experience in developing UNDP projects financed by GEF International Waters Focal Area is highly desired.

 In-depth understanding of GEF eligibility criteria under GEF-5 and GEF-5 Programming Directions is required.  Successful experience in developing projects financed by GEF International Waters Focal Area is required;

 Proven record of donor and partner coordination skills.

Language:

Excellent skills in written and spoken English. Ability to communicate clearly and succinctly in English is required.

Communication skills in French is advantageous.

5. PRICE PROPOSAL

Applicants must submit an all-inclusive daily fee financial proposal based on anticipated number of work days and all foreseeable expenses to carry out the assignment.

The total amount quoted shall include professional fees for completing all deliverables described above. The contract price will be a fixed output-based price regardless of extension of the herein specified duration (if necessary).   As noted above, when calculating his/her financial proposal, airfares and living allowances should not be included in the financial proposal.

6. EVALUATION METHOD, CRITERIA, AND AWARD OF CONTRACT

Only those applications which are responsive and compliant will be evaluated;

Offers will be evaluated according to the Combined Scoring method – where the technical criteria will be weighted at 70% and the financial offer will be weighted at 30%;

 The technical criteria (education, experience, language) will be based on a maximum 100 points, as indicated below. Only the top 3 candidates that have achieved a minimum of 70 points from the review of the technical criteria will be deemed technically qualified and considered for financial evaluation;

Financial score (max 30 points) shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal of those technically qualified;

The financial proposal shall specify an all-inclusive daily fee, including breakdown per deliverable as outlined above.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);

 Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
