Overview :

Background:

  • Mozambique is one of the least developed countries most vulnerable to climate change due to its geographical location on the coastal zone and it is exposed to a number of extreme weather events including droughts, floods and tropical cyclones. The country’s economy is largely dependent on agriculture, fishing and rain-fed farming forms an important part of livelihood of the current 60% of the population;
  • The Government of Mozambique (GoM) is making strides to enhance its climate change response and achieve a sustainable and inclusive economic development and reducing poverty. In 1992 the GoM became a signatory to the United Nations Framework Convention on Climate Change (UNFCCC), in June 1992 and ratified the Kyoto Protocol on 18 January 2005 and in 2012 the GoM approved the National Climate Change Adaptation and Mitigation Strategy (NCCAMS);
  • The United Nations Development Programme (UNDP) and the Embassy of Sweden (EoS) recognize that the adaptation and resilience to climate change is a priority for the development of the country and reduction of vulnerabilities to climate change taking into account the Swedish International Development Cooperation Agency (SIDA) definition of resilience: “The ability of an individual, a community, a country or a region to anticipate risks, respond and cope with shocks and stresses, while addressing the underlying root causes of risks, to then recover and continue to develop”;
  • Therefore, the EoS in collaboration with the GoM and UNDP aims to support the elaboration of researches/studies in order to: produce information and knowledge, identify key actors as well as the potential entry points to help the vulnerable groups to be prepared for a range of different climate change scenarios in Mozambique;

Purpose:

  • The purpose of this call for proposals  is to incentivize and increase the capacity of collaboration between public and private sectors to generate knowledge on climate change and promote innovative measures for national development in line with the 5th priority of the Government five years plan (PQG 2015 – 2019): “Promote studies and research aiming the disaster risks reduction and adaptation to climate change“ and “reduce the communities economy and infrastructures vulnerability to climate risks and natural disasters”;

Documents to be Included when Submitting the Proposals

Interested individual or group of consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • A letter of confirmation of interest and availability describing why the individual or group  consider him/herself or them as the most suitable candidates for this assignment;
  • Technical proposal and methodology explaining how he/she or they will approach and complete this assignment;
  • Financial proposal presented in a Lump sum with all-inclusive fixed total contract price. The lump sum shall include all the cost components to enable the consultant’s work, such as: the consultant’s daily fee, travel, allowances, taxes, translations, communication, other as relevant;
  • 3. Completed and signed P11 form, if necessary the Consultant may supplement the P11 form with a personal CV including past experience in similar projects and at least 3 references (if a team of consultants is applying, then corresponding team members P11 and CV should be submitted);

Financial Proposal

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments will be based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travels, including to join duty station/repatriation travel if applicable. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the consultant wish to travel on a higher class he/she should do so using their own resources;

Evaluation

The applicants will be selected through combined score method, where the technical proposal (qualifications and methodology) will be weighted a maximum of 70% and combined with the financial proposal (should indicate all-inclusive total price) which will be weighted a maximum of 30%;

(20%) Clarity, relevance and value-added:

  • (5%) Clarity, thoroughness, realism and value-added of the proposed concept;
  • (5%) Thorough level of understanding of and linking the proposal to the Mozambican climate change and resilience context, including government policies, risk exposures, vulnerabilities, key institutions and stakeholders;
  • (5%) Will the problem analysis target the situation of the most vulnerable groups, sectors and geographies in Mozambique?
  • (5%) Will a systems perspective and approach be applied to the problem analysis and solution proposition?

(20%) Potential to contribute to the sharing and uptake of new knowledge and practices:

  • (5%) Does the approach show innovation in its approach, scope, and breadth? (Yes =5%, No = 0%);
  • (10%) Does the proposed approach have the potential to add to learning and transformative capacity among key stakeholders?
  • (5%) Use of multidisciplinary and collaborative approach to Problem identification and Solutions development, including commitment to participatory design and public engagement. (Three different sectors and/or disciplines engaged will give full pot of 10%, only 1 sector/discipline = 0%, and 2 sectors/disciplines = 5%);

(15%) Capacity and team composition:

  • (2.5%) Local expertise and inclusiveness of Mozambican stakeholders;
  • (5%) Demonstrated excellence in each of the team member's discipline;
  • (5%) Relevance of the team’s experience to the proposed research focus and design approach;
  • (2.5%) Team Lead demonstrates capacity to manage and forward funds.

(15%) Cross-cutting thematic issues:

  • (5%) Proactively contributes to protection of the environment and mitigates risks of direct and indirect negative environmental impacts;
  • (5%) Gender sensitive analysis and approach demonstrated;
  • (5%) Conflict sensitive analysis and approach demonstrated.

(30% ) Financial Proposal (Financial feasibility, reasonableness of the budget.)

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation.

Description of Responsibilities :

Objectives of the Call for Proposals:

  • Contribute to building the knowledge about the context in Mozambique, through the provision of evidence-based information on vulnerabilities and strengths, critical barriers and potential solutions to building resilience and adapting to climate change and natural disasters – with a particular focus on the most vulnerable and poor groups;
  • Generate and publicly disseminate knowledge about vulnerabilities and strengths, critical barriers and potential solutions to building resilience and adapting to climate change and natural disasters;
  • Provide policy recommendations and surface ideas for action and solutions to be further explored by any actor(s) and donor(s) with an interest in climate change;
  • Increase multidisciplinary/multi-sector knowledge and know-how by facilitating collaboration, learning and information sharing between actors in Mozambique in the field of climate change resilience and adaptation;
  • Promote cutting-edge research environments that points to a fuller understanding of climate change related issues.

Outputs/results of the Call for Proposals:

  • Identified 3-4 problems and solutions at local and national levels that will support efforts on strengthening the adaptation and resilience to the effects of climate change;
  • Presented solutions that promote better understanding and improve awareness of climate change and its effects to vulnerable and poor people, and contribute to outline adaptation policies and best practices;
  • Knowledge generated and disseminated on innovative measures and interventions aimed to support best practices that addresses the adverse effects of climate change among key stakeholders in Mozambique to help coping with climate change;

Main Tasks:

  • Prepare a proposal that identifies critical research gaps in climate change adaptation and in building resilience;
  • Develop a work plan  from the research to the dissemination phase;
  • Conduct a desk review of:  existing information, analysis, evidences and challenges in the field of adaptation and resilience to climate change.

In collaboration with multi-sectors and multidisciplinary stakeholders and based on the identified gaps, conduct research/researches on climate change  which is/are related to the  following areas:

  • Agriculture, livestock and food security and nutrition;
  • Rural Development, social protection, health and livelihoods;
  • Energy, Biodiversity, ecosystems and forests;
  • Economy and Financing;
  • Water resources management;
  • Forests and infrastructure;
  • Vulnerability of rural groups, disaster risk reduction, communications and gender;
  • Submit a final research report/Study that includes, but not limited to:  clear roles all valuable stakeholder, key recommendations and detailed cost estimates and implementation schedule for the solutions encountered, cost benefit analysis and risk analysis;
  • Conduct a workshop to present the final findings

The applicants may be requested to undertake any other specific task in the framework of the implementation of the research;

Qualifications :

Education:

  • At least a Master degree or equivalent in the fields of environment, climate change resilience and adaptation, climate change mainstreaming, social research, international  and sustainable development, gender and governance or related field;

Experience:

  • Minimum of 5 years of professional experience in environment and climate change related field;
  • 5 years demonstrated experience in working on climate change issues with focus on gender and/or vulnerable groups;
  • Minimum 5 years’ experience in conducting quantitative and qualitative research, capacity building and trainings on topics related to  environment, climate change resilience and adaptation, climate change mainstreaming, research and sustainable development or related field;
  • Demonstrates experience in providing technical adviser and interface with the Government, relevant public and private research centers or institutions, and other stakeholders working with groups that support the use of climate information for improved climate risk management;
  • Experience in climate change (CC) risk assessment and adaptation;
  • Experience in leading working groups in a multi-disciplinary environment and with diverse local experts;

Language:

  • Knowledge of English and Portuguese;
