TERMS OF REFERENCES
Overview :

The South African government through the Department of Energy in collaboration with the Department of Trade and Industry (the dti), is implementing the appliance energy efficiency Standards and Labelling (S&L) Project, which is aimed at removing inefficient household appliances from the South African market and to encourage the adoption of new energy efficient appliances.

The project will also contribute towards the reduction of the electricity demand in South Africa especially within the residential sector and also to introduce continuous energy efficiency improvements into the appliances and equipment industry. The removal of inefficient household appliances will be achieved by introducing mandatory Minimum Energy Performance Standards (MEPS) and the introduction of energy efficiency labelling.

Successful implementation of this project requires a significant shift in the current policy frameworks including the introduction of new regulations and compulsory specification and improved communication on the benefits of using energy efficient appliances and equipment.In addition to legislative requirements, the success of the project also requires a strong monitoring, verification and enforcement regime to ensure that non-complying appliances are removed from the market

Test Africa is one the test facilities that will be charged with verifying the claimed energy performance of listed appliances. This test facility is currently accredited to test for the safety of the listed appliances but is not well adequately equipped to test for appliance performance.

The service provider id therefore required to assist Test Africa acquire accreditation for testing energy performance of these appliances.
