Overview : UNDP Nepal for and on behalf of UN Resident and Humanatarian Coordinator's Office (UNRCO) is requesting for proposal (RFP Ref: UNDP/RFP/24/2015) for Independent Evaluation of the UN Peace Fund for Nepal (UNPFN). The main objective of the UNPFN evaluation is to assess the intended and/or unintended effects of the programme towards Nepal’s peace process and target stakeholders. To ascertain those, the UNPFN independent evaluation will evaluate the relevance, effectiveness, efficiency and sustainability of the UNPFN as a mechanism and of the UNPFN portfolio of projects to the peace process and peacebuilding issues in Nepal, from the inception of UNPFN till the time of the evaluation. As part of this, the evaluation will dedicate a specific component to evaluating the contribution of the PBF to the UNPFN and progress against the Peacebuilding Priority Plan outcomes (both Priority Plan I and II). An important component of the evaluation is to gather good practices and lessons learnt. Specific consideration will be given to assess how successful the UNPFN has been in addressing the issues of gender and social inclusion both in terms of the management of the Fund (guidelines, communications and partnerships including reflection in implementing partner and human resources management) and in terms of the interventions of the Fund (beneficiary identification, monitoring and reporting). The evaluation will assess two complementary elements: (i) the strategic management and administration of the UNPFN, and, (ii) the cumulative performance of the UNPFN projects, thematically and geographically. |
