 Contracting of Consulting Services for the Endline Study for the Joint Programme for Maternal and Neonatal Health Phase 2

The Procurement and Administrative Services Team of the United Nations Development Programme (UNDP) invites both local and international consulting firms to apply for eligibility and to bid for the subcontract on the “Endline Study for the Joint Programme for Maternal and Neonatal Health Phase 2.

The Joint Programme on Maternal and Neonatal Health (JPMNH) of the Department of Health (DOH), the United Nations (i.e., UNICEF, UNFPA, WHO) and the Australian government seeks to assist the Philippine Government in rapidly reducing maternal and neonatal deaths through better quality, access and utilization of intra-partum, immediate post-partum and family planning services.  JPMNH builds on previous investment and gains achieved from the Phase 1 implementation and focuses on complementing the national government’s Conditional Cash Transfer (CCT) Program by concentrating its efforts on the quality of care that CCT families avail.

In view of the completion of JPMNH Phase 2 by end of June 2016 and in line with the monitoring and evaluation  (M&E) design of the programme, an Endline Study will be undertaken in order to measure the contribution of JPMNH in improving maternal, neonatal, child health and nutrition (MNCHN) in the target sites.

For interested parties, Bid Documents (Eligibility Requirements, Instructions to Bidders and Terms of Reference) may be secured upon payment of a non-refundable amount of US$ 100 or its peso equivalent of PhP 4,695.00, for the entire set of documents from the following address:

Payments may be made in the form of cash or cheque by personal delivery, or bank transfer.  Instructions for bank transfer may be obtained by sending an email to procurement.ph@undp.org or registry.ph@undp.org

The abovementioned Bid Documents will be released to all interested participants starting 12 November 2015 to 25 November 2015 only.   The Bid Documents shall contain all instructions on the rules, procedures, dates and other schedules for the pre-bid conference and opening of bid envelopes, as well as further details on the scope of services required.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.  UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
