Question:

clarification regarding activity 4: Track data on UN programmes and update FMF monitoring with analysis of key trends. The proposal suggests that this is an activity that must occur at least quarterly throughout the project, but does not make clear the level of data collection that will need to take place. In order for us to appropriately cost out this part of the project and assess the capacity that will be needed, we need more information about how much data will need to be collected, how many agencies and working groups will participate in this activity, will they deliver the data according to our request or would we have to collect the data ourselves, etc.

 

Answer:

The preparation of the Frequent Monitoring Framework and of the Indicator Protocol Sheet (deliverables N. 2 and 3) will be developed by the selected firm in close consultation with UN agencies, also –but not exclusively- taking into account the data which is already being monitored. Then, as per deliverable N. 4, relevant data will be mainly provided to the selected firm by UN Agencies, in coordination with the M&E Task Force and the Office of the UN Resident and Humanitarian Coordinator. The selected company might be requested, if needed, to identify other sources of existing data (e.g. Department of Statistics, Line Ministries’ websites, etc.), but it will not be asked to undertake activities for the collection of primary data (e.g. interviews, surveys, etc.).
