Jordan is a drought-prone country, with low level of preparedness to lessen the risks associated with this natural hazard. With no doubt, drought in Jordan has detrimental social, economic and environmental impacts i.e., deficit of available water resources, disturbance of ecosystems, several health concerns…etc. The existing governance structure of drought management in Jordan is primitive, and lacks for clear institutional and legal arrangements on one hand, and technical capacities, supporting drought planning & management tools on the other.

There was an attempt to develop a national strategy on drought in 2007, but it was not materialized nor implemented. On the other hand, Jordan had initiated an early drought warning system (DEWS) in 2008 with assistance from Food & Agriculture Organization (FAO) and the World Food Programme (WFP), the DEWS is hosted in the National Center for Agricultural Research & Extension(NCARE), and it relies on vegetation indices only to inform the decision making process. Accordingly, it is reasonable to assume that there is a need to strengthen the current regulatory-institutional framework in respect to drought management, as well to develop a comprehensive drought national strategy and drought early warning system.
