Overview :

1. BACKGROUND

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism.

UNV is active in around 130 countries every year. With Field Presences in over 80 countries, UNV is represented worldwide. UNV is administered by the United Nations Development Programme (UNDP) and reports to the UNDP Executive Board.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo).

The Communications Section at headquarters enhances communications about the value of volunteerism for peace and development and the contributions of UNV and UNV volunteers.  It focuses on clear and effective messaging to increase the visibility and impact of UNV. The Section documents the status of volunteerism and its contribution to development and peace, raises awareness among UNV stakeholders and encourages support of volunteerism, including observation of IVD and other UN international days. The team produces and promotes tools (websites, publications, social media content, campaigns, videos, etc.) for corporate identity and to highlight UNV’s support to volunteerism worldwide.

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK

Supervised by the Chief of Communications, the Multimedia Consultant, and onsite individual consultant, will:

  • Overall design and architecture of the IVD campaign, in agreement with Chief, Communications Section, UNV and under the approval of the Senior Management of UNV.

  • Branded template toolkit for use by UNV Field Units and local partners: templates must be easily downloadable and adaptable by non-experts with only basic software such as MS Office developed for use of campaign activities at the local and national levels (to be implemented by UNV field presences)

  • Transfer of campaign knowledge and capacity building for IVD UNV team

  • Creation and coordination of an IVD event in New York or other global location with former UN Volunteers to celebrate IVD and the recognition of volunteerism worldwide.

  • Global media strategy designed and implemented for IVD.

Summary of Project objectives:

  • Raising global AWARENESS of the existence and importance of IVD

  • RECOGNIZING the commitment of volunteers and volunteer-involving organizations

  • INFORMING people about the IMPACT of volunteering on peace and sustainable development goals – virtually and face-to-face

  • APPLAUDING volunteers and volunteer-involving organizations for their dedication and impact

Project context/Background/Rationale/Scope:

  • For IVD 2016, UNV will furnish volunteers and volunteer-involving organizations with tools and evidence to promote the existence and importance of IVD, and to win recognition for the impact of volunteering on peace and development goals.

  • They themselves are to be the ‘brand ambassadors’ for IVD and volunteering, and in the lead-up to 5 December 2016 and beyond they will be able to spread the message in a coordinated and unified way.

  • Likewise, UNV Headquarters (along with partner organizations it attracts) will recognize the time and commitment volunteers give to achieve sustainable development and a better future for all.

  • UNV will salute those volunteers and organizations most committed to creating positive change for sustainable development or spreading the volunteering message.

  • The campaign should not only be for UNV headquarters staff and UN Volunteers in the field, but celebrate volunteerism around the world in partnership with other organizations.

Expected Project Output/Outcome:

  • Better understanding of the impact of volunteering on sustainable development goals, through media, social media and global event.

Expected Result from the complete implementation of this Contract:

  • UNV HQ, Field Units, Regional Offices, UN Volunteers, partner organizations, communities and individuals around the world mark IVD 2016 in a unified manner, using UNV-provided themes, information products, messaging and toolkits – along with showing media hit results for the campaign globally.

Previous work done/history (if any):

  • A desk review and final reports from the past three IVDs (2011-2015) and the Volunteer Action Counts Rio+20 campaign will be supplied by UNV.

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

    1. Excellent public relations and media track record with international clients - with capacities in the selected team to create content in English, Spanish and French.

    2. Experience and track record in developing and coordinating international campaigns, UN experience a plus.

    3. Media strategy professional as part of the team with proven track record working with international campaigns.

    4. Graphic and online design professional as part of the team.

    5. Knowledge and experience of volunteerism in its diverse manifestations and cultural settings would be an advantage.

      Qualifications for all team members proposed:
    6. University degree in public relations, communications, development, international relations or other relevant discipline
    7. Experience and background in specific role (see above competencies) as part of the proposed team.

    8. Examples and track record given in competences per team member.

    9. Demonstrate good analytical, communication and consolidation skills

    10. Have a minimum of 7 years professional experience

    11. Demonstrate sound knowledge, inter alia, of international relations, the current sustainable development discourse; knowledge and experience of volunteerism in its diverse manifestations and cultural settings would be an advantage

    12. Have strong word processing and good design software skills. 

      Language requirement:

    • Have excellent research and writing/editing skills in English as mother tongue; French, Spanish, Arabic fluency an asset.

    5. Application procedure:

    Applicants have to provide a technical and financial proposal. 

    The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.

    The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

    The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

    Criteria for Selection of the Best offer:

    The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70%, and combined with the price offer which will be weighted 30%.

    Key selection criteria are

    • Approach and working experience in the field of research (15%)
    • Proven analytical skills (15%)
    • Experience in results-based reporting (20%)
    • Expertise in creative journalistic writing (20%)
