The young generations have made their voices heard loud and clear about the future they want. Young people- informed, empowered and engaged- will be leaders, today and tomorrow, for sustainable human development, therefore, their views must count. Youth is a significant segment of the Jordanian society, constituting the majority of people. According to results of the Population and Housing 2015 survey conducted by DOS, those under 30 years old constitute 64.7 percent of the population. In the meanwhile, young females and males from the age category (15-30) constitute 30.4 percent of the population. Having such a bulging youth segment makes it imperative that a robust national youth strategy should be developed to address their needs and guarantee their rights. However, realizing the full potential of a well- developed and structured National Youth Empowerment Strategy built on a participatory approach, shifting from the traditional approach of engaging with youth as receptors to an approach of real youth engagement as equal partners in decision making, including in shaping and executing strategic programs, has not been met yet. The design of the National Youth Empowerment Strategy is a pre-requisite towards systematically addressing youth issues in the Hashemite Kingdom of Jordan. It is one of the main priorities of the Government in general, and the Ministry of Youth, in specific. The journey to formulating the youth strategy is very important for achieving the desired end results and outcomes. A participatory process for the elaboration of the strategy ensures stakeholders and youth engagement and participation in policy formulation, implementation and evaluation. All parts of government, public and private sector entities, the community including youth and youth service industry, and UN agencies must be engaged and active in the development of the strategy so that a high level of consensus is reached as to the way forward. The Ministry of Youth (MoY) has the mandate to plan and execute programs targeting youth development in Jordan. The MoY is responsible for regulating and managing youth policies, strategies and programmes, youth clubs, sports cities and youth centers, aiming at making them more impactful and effectual. As the National Youth Strategy for (2016-2018) was endorsed by the Council of Ministries on 14 March 2016 after undergoing many phases of change, the NYS proved that it needs to be revisited and revised to build a more effective, up-to-date National Youth Empowerment Strategy which takes into consideration new circumstances that Jordan and Youth are undergoing, and permits wider consultation before it is being finalized. The design of a robust National Youth Empowerment Strategy (NYES) is a prerequisite towards systematically addressing youth issues in the Hashemite Kingdom of Jordan. It is one of the main priorities of the Government in general, and the Ministry of Youth, in specific. The NYES articulates the commitments Government of Jordan has to young people; sets the broad direction for government's involvement with young people; acts as a focus for programmes and projects the government may initiate and implement and indicates the ways in which youth initiatives are delivered and fostered. The NYES is likely to underpin the development of future youth policies and programmes for many years. Thus, UNDP is cooperating with the Ministry of Youth to highlight the importance with which the development of the Strategy should be accorded. Under the Project, an Advisory and Management Unit (AMU) was established and is being housed at the Youth and Sport Fund (YSF), the financial arm for the MoY. The Unit was created to coordinate and assist in finalizing the National Youth Strategy and monitoring the implementation of the Strategy. The National Youth Empowerment Strategy shall be developed with a prudent and detailed action plan, guaranteeing right budgeting and decided in close consultation with implementing partners.
