Overview :

The Department for Small Business Development (DSBD) has partnered with UNDP to implement the Supplier Development Programme (SDP) in South Africa. The programme’s primary objective is to build the capacity and competitiveness of small, micro and medium-sized enterprises (SMMEs) and co-operatives and enhance their integration into value/supply chains of big business and state-owned enterprises (SOEs).

The SDP is well-embedded in the broader context of the relationship of the Government of the Republic of South Africa and the United Nations (UN) system, which is governed by the South Africa-United Nations Strategic Cooperation Framework (UNSCF) 2013-17. The SCF is based on a common understanding of the strengths of the UN system and how the UN could be best placed to add value to Government’s own Plan of action in the pursuit of its objectives and priorities of job creation, poverty eradication and reduction of inequality as reflected, inter-alia, in the New Growth Path, National Development Programme, Vision 2030, as well as the Medium Term Strategic Framework and the Sustainable Development Goals.

This programme supports the achievement of one of the four pillars of the South Africa-UNSCF, namely Inclusive Growth and Decent Work.

The overall objective of this assignment is for the consultant to review the effectiveness of selected Supplier Development Programmes (SDPs) conducted by various corporates and state-owned enterprises (SOEs) in South Africa over the past decade and benchmark that experience against what can be considered as successful programmes, both locally and internationally
