Overview :

Background

Ethiopia is currently under huge transformation of its economy with sustained annual economic growth of 11%.  The country envisages transforming the economy into Middle income status by 2025 where industry sector is expected to contribute 18% of the GDP. With the implementation of Growth and Transformation Plan II, ensuring both balanced regional industrialization and integration of the Small and medium manufactures to local, regional and global market will be a priority. Ethiopia’s population and employment is widely distributed over 11 regions. SME’s account for over 50 % of employment though the number of formal SMEs as well as the income per capita relatively low. SMEs play only a minor role in the Ethiopian economy but the potential to improve that contribution is significant. Skill deficiencies, lack of experience, weak technology transfer and coordination failures may be contributing to under-performance of SME through poor productivity and lack of competitiveness. Among the solutions for improving regional SME performance are industry clusters and other coordinating network structures. Ethiopia is ranked very poorly on the state of cluster development (127 out of 144 countries in 2014, by the World Economic Forum).

Scope of Work

In this regard, MoI is seeking to recruit an experienced Regional SME cluster development advisor to provide strategic guidance on regional cluster development on regular basis to regional governments. He/she will support regional governments in their strategic implementation of SME cluster master plans, integration with local, regional and global value chains. He/she will support the MOI, FeSMMIDA and Regional Governments to set up a relevant framework and systems to effectively formulate, implement and coordinate SME cluster interventions at all levels of government to achieve accelerated transformation. The Regional SME cluster development Technical Advisor will be institutionally placed in the Office of the Minister of Industry (MOI) under the overall guidance and supervision of the Minister of Industry and in coordination with the National Programme Coordinator (NPC).

Duties / Key Results Expected

  • To develop selection criteria development and identification of SMEs for the clusters to be developed together with FeSMMIDA and regional support offices.
  • To review the overall management structure of SMEs support and cluster management and develop recommendations to improve their effectiveness.
  • To map the basic support functions/services and facilitates linkage with the cluster development.
  • To support the implementation of SME cluster master plan and up scale the learning to the regions and develop a monitoring and evaluation system to monitor progress and confirm Implementation of the planned activities and results.
  • To design strategy on linking TVETs and other support programs and institutions with the SME cluster development program
  • To design strategy for building up trade and investment capacity of SMEs
  • Develop export support strategy for SMEs
  • Assess existing SME support policies for their coherence and effectiveness towards Promoting coherence at regional and national level.
  • Design a strategy aimed at increased international competitiveness of SMEs through innovation an acquisition of technology.
  • To provide technical support to FeSMMIDA in SME development in GTP II implementation Plan in collaboration with regional governments. The TA is expected to filter out strategic intervention in industry and manufacturing sub-sector that could be transformed into bankable projects for the SME cluster model master plans. 
  • Institutional capacity building towards effective use of the lease financing instrument introduced to enhance the emergence and strengthening of SMEs
  •  Design a strategy to maximize the spillover of management skills and knowledge from multi-national enterprises to local SMEs, share best practices, experience and lessons learned on SME cluster development from other countries.
  • To design program for the coordination of donors working in SME development and formulate RM strategy that would help in harnessing resources for the implementation of the programme.
  • To provide recurrent training to SME cluster master plan implementing agencies and their stakeholders on selected topics.
  • To organize recurrent regional and federal level SME cluster development consultative workshops.

Key Deliverables:

  • Detail action plan of SME cluster integration with local economy per region.
  • Detail input supply and service linkages mapping per region
  • Best practices in SME cluster development from the eastern Asian countries.
  • Detail mapping of TVETs and higher learning to support the cluster development
  • Detail regional strategy on SME cluster integration with local industry parks and integrated agro integrated parks.
  • Detail capacity building demands of the SMEs per selected products that would go into the SME shades
  • Detail capacity building demand of FeSMMIDA and IPDC.
  • 2-3 training curriculum and 2-3 proceedings of consultative workshops

Technical Competency

  • University Master’s degree or PhD in the area of regional industrial development, industrial/SME clusters development and diversification, commercially oriented development studies, or related disciplines
  • Senior person with a minimum of 10 years of relevant work experience in advisory services as an international or national organization wiwth exposure to a range of successful regional SME cluster development. Alternatively, senior person with a minimum of 10 years of experience in Cluster development, SME Capacity building, SME research, and coordination of major industrial development programmes or development corridors preferably in a developing country with demonstrated success in developing industrial clusters.
  • Proven experience working with or in industrial clusters in particular is an asset.
  • Understanding of formulation and implementation of national cluster development plans, SME focused sector strategies and regional industrial economic models would be an advantage. 
  • Familiarity with bureaucratic requirements in a national and/or regional government ministry as well as exposure to coordination of development programmes will be an advantage.
  • Knowledge of the value chain development and private investment framework and practices 
  • Knowledge in Private Sector Development and the SME sector
  • Experience of working in Africa is desirable

Language and Other Skills

  • Excellent knowledge of English, including the ability to write reports clearly and concisely and to set out a coherent argument in presentation and group interactions
  • Capacity to facilitate and communicate with different stakeholders
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications
