Period of Assignment/Services: 12 October 2016 - 30 September 2017

Background

Forestry Cluster currently implements two GEF projects with General Directorate of Forestry and has another GEF project in the in the pipeline phase as follows:

  • UNDP/GEF Integrated Management of Forests at Mediterranean Region of Turkey (Full Scale Project)
  • UNDP/GEF ORKOY Solar PV (Full Scale Project)
  • UNDP/GEF EE Wooden Building (in PIF stage)

Forestry Cluster will need technical advisory services to support technical coordination function for integrated management of forests and solar PV projects in certain components within the forestry cluster for effective implementation of relevant activities.

Scope of Work, Responsibilities and Description of the Proposed Analytical Work

The objective of this assignment is to receive high quality technical consultancy services for implementation of certain activities under several projects implemented under Forestry Cluster.

The IC will be mobilized with Frame-work based contract. Specific expectations from the IC will be articulated in the multiple service requests to be made by UNDP during the course of the contract.

Requirements for Experience and Qualifications

General Qualifications

  • A university degree in natural sciences, environment, engineering or other relevant field.  Advanced degree (Master’s or higher) on biology or forestry will be an asset.
  • Full proficiency in English.
  • Excellent knowledge of office software, such as word processors, spreadsheets, databases.

General Professional Experience

  • At least 10 years of professional experience in process management, especially on nature resource management. More than 12 (twelve) years of professional experience at an NGO or private sector will be an asset.
  • Experience in preparation and management of international projects and natural resource management projects.
  • Experience in application/development of nature conservation related regulations/policies.
  • Working knowledge with Governmental institutions is an asset.

Specific Professional Experience

  • Specific experience in preparation and implementation of international projects on energy efficiency and natural resource management projects. Experience in preparation of GEF funded projects will be an asset.
  • Experience in compiling and reporting data on natural resource management, forestry, nature conservation policies, planning approaches and practices.
  • Specific experience in facilitating and coordinating several national and international consultants/organizations will be an asset
  • Experience in facilitation on multi-focal area subjects such as climate change, financial mechanism, landscape approach among governmental organizations. Experience with General Directorate of Forestry is an asset.

Documents to be Included when Submitting the Proposals

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Financial Proposal (please see section 5, below and Annex II)
  • Personal updated CV and UN Personal History Form (P11 Form) including past experience in similar projects and at least 2 references

Financial Proposal

The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2. Any deviation from the standard text may lead to disqualification.

Evaluation

The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 49 pts out of a maximum 70 pts will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified.
