Overview :

Background

 

Eleven Pacific Island Countries, submitted their Concept Notes to the Global Fund to Fight AIDS, Tuberculosis and Malaria in 2014 with the objective to ensure funding support for the national HIV and TB programmes through 2017. Funding has been approved by the Global Fund and programme have been launched in 2015.Grants funded by the GF are managed by the Principal Recipient. The Pacific Islands Regional Multi-Country Coordinating Mechanism responsible for oversight of the grants nominated the United Nations Development Programme (UNDP) as the interim Principal Recipient for the Multi-country Western Pacific Grants from 1 July 2015.

 

The UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. UNDP is a lead agency in UNAIDS for addressing the dimensions of HIV and AIDS relating to human rights, gender and sexual diversity. In addition, UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria, Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations.

 

The Western Pacific Integrated HIV/TB Programme supports national and regional efforts to scale up and improve effective Human Immunodeficiency Virus (HIV) and Tuberculosis (TB) prevention, treatment and care services in 11 Pacific Islands with special attention to key populations and other vulnerable populations. One of the programme activities is the People Living with HIV Stigma Index survey. This survey provides a tool that measures and detects changing trends in relation to stigma and discrimination experienced by people living with HIV. The survey aims to address stigma relating to HIV while also advocating on the key barriers and issues perpetuating stigma - a key obstacle to HIV treatment, prevention, care and support.

 

To conduct first ever regional HIV Stigma Index in the Pacific UNDP partnered with Fiji Network Plus (FJN+), a non-governmental organization founded in 2003, which aims to provide care and support to people living with HIV (PLHIVs), their families and friends, to promote quality of health, facilitate social support and increase HIV awareness to the population at large to reduce stigma and discrimination, enhanced GIPA and MIPA in HIV intervention and prevention.

FJN+ will conduct Regional HIV Stigma Index in 8 Pacific countries namely: Kiribati; Tuvalu; Samoa; Tonga; Republic of Marshall Islands; Palau; FSM and Vanuatu. In-country survey will be conducted in the period from November 2016 until March 2017. FJN+ interviewers will be travelling to the above mentioned Pacific island countries to interview people living with HIV to:

• document the various experiences of people living with HIV within a particular community or country regarding HIV-related stigma and discrimination;

• compare the situation of people living with HIV in one country or across different countries with respect to a particular issue; and

• provide an evidence base for policy change and programmatic interventions.

 

Please refer to HIV Stigma Index Survey Proposal, which is Annex 1 to this TOR, for detailed information about regional HIV Stigma Index to be conducted by FJN+ under the Western Pacific Multi-country Integrated HIV/TB Program.

 

An integral activity planned by the partners is production of a documentary weaved around the regional Stigma Index survey, interviewers and interviewees experiences and personal stories will be the evidence of actual challenges that PLHIV face and thus a powerful message to the others, talking about stigma, rights and changes for the better. The documentary may also be used for further advocacy and donor’s appeals.

 

 

 

Objectives:

 

Development of concept for the documentary; pre-production and production planning in collaboration with FJN+.

 

Specifically,

 

  1. To clearly articulate the main idea of the documentary,
  2. To clearly articulate the messages that should be communicated through the documentary,
  3. To identify the audience for the documentary,
  4. To determine the structure of the film, the length, the style, and the channels through which the documentary will be disseminated,
  5. To develop a production plan.

 

 

Scope of work/Expected Deliverables:

 

  1. A concept and a story line/script of the documentary agreed by FJN+ and UNDP.
  2. A detailed production plan based on the agreed concept and story line/script. The production plan will include as shoot plan, identified locations*, and detailed budget.

 

* Please note that there will be no option for location scouting in this project and it is expected that a contractor has an in-depth knowledge of the region.
