Overview :

1. BACKGROUND

The Representation Office in Tokyo plays a critical role in UNDP’s relations with Japan. UNDP and Japan have developed an important partnership over the past years, involving the Japanese Government, civil society, the private sector, the academic community and other organizations. UNDP-Japan cooperation covers policy dialogue, exchange of views/information and cooperation at the field-level, co-financing of project, joint conferences and seminars, joint publicity activities and others. In order to promote engagement of a wide range of stakeholders in the global effort to achieve the Sustainable Development Goals (SDGs)/2030 Agenda, resources mobilization and partnership building are key functions for UNDP Representation Office in Tokyo. In this context, the consultant is expected to ensure and develop network with Japanese strategic partners including government and aid agencies, and identify resource mobilization opportunities with Japan. She/He will work under the overall guidance of the Director and the direct supervision of the Deputy Director of UNDP Representation Office in Tokyo.

 

2. KEY RESULTS / EXPECTED OUTPUTS

1)Provides substantive support to the strategic direction of UNDP-Japan partnership by focusing on achievement of the following:
-Analyzes and reports on Japan’s ODA policy and programmes to identify possible linkages with UNDP’s priorities and strategies.
-Prepares briefings, presentation materials, and other necessary information for the Director in terms of positioning UNDP as strategic partner for Japan’s ODA.
-Provides support to the arrangement of programmes and the preparation of strategic 
information for UNDP senior officials missions.
 -Provides support to the development and maintenance of network with Japanese strategic partners, particularly the government and aid agencies.
-Participates in external meetings and conferences organized by UNDP, UN agencies, the government, CSOs and other organizations.
-Engages proactively in the UNDP-Japan common priorities such as TICAD, global health, climate change, disaster risk reduction etc.
-Provides substantive support to the Strategic Dialogue with the Government of Japan and Annual Consultation with JICA as focal point.
2) Provides substantive support to resource mobilization by focusing on achievement of the following;
-Provides support to partnership development processes with the Government of Japan (GoJ), in accordance with UNDP priority areas of activities. Serves as liaison between the Government of Japan and country offices in coordination with the relevant Headquarters offices to identify and develop resource mobilization opportunities.
-Advises the country offices and the Headquarters on resource mobilization opportunities.
3)Provides substantive support to the promotion of SDGs in Japan in coordination with PR Units by achieving the following;
-Provides support to the promotion of SDGs in Japan including the production and dissemination of promotional materials and makes presentations to strategic partners.  
-Provides substantive support to the development strategic partnerships with ODA agencies 
as well as any other relevant organizations in Japan.
-Keeps abreast of global developments of the SDGs to provide relevant and timely knowledge services to Japanese ODA partners.  
4) Other duties as required by Director or Deputy Director.
