Benghazi city is very important for UNSMIL both in regards to the humanitarian situation, the implementation of the stabilization fund and in regards to the political-security situation.

 However, there remain several information gaps that impede a sound analysis which can be utilized for reporting and policy development. Consequently, therefor UNSMIL is seeking to contract a qualified National Consultant (Benghazi Situation and Shadow Economy Analysis Report Writer) to have a report written on the “Situation of Benghazi” in order to have a deeper understanding of the context which can contribute to a more constructive engagement and formulation of reconciliation related dialogues on this issue.

This consultancy will involve the writing of two analytical reports. The first is on the situation in Benghazi, the second is on the contours of the growing shadow economy in Libya.

The objective of the first report will be to provide the mission with in-depth information on the conflict dynamics, actors and the socio-economic situation of Benghazi in order to assist UNSMIL’s efforts in convening the dialogue meetings in maintenance of the political agreement and help formulate a policy with an action plan on the city.

The objective of the second report will be to provide the mission with a detailed description of the manner in which the shadow economy works and the degree to which national institutions are being compromised. 

Project Name: Immediate Assistance to the Libyan Political Dialogue and Government of National Accord (GNA).

Period of assignment/services: 21 working days, 16th November – 28th February 2017 in Tunis.
