Overview :

UNDP in partnership with Swiss Agency for Development and Cooperation (SDC) is implementing a project on “Strengthening State Strategies for climate Action’’ in 3 States (Madhya Pradesh, Sikkim and Uttarakhand) with an overall goal to integrate climate change actions into sub national planning, benefitting local communities in India.  This goal is to be achieved by strengthening capacities of state level departments and relevant institutions to plan and undertake specific interventions in climate sensitive sectors impacting large sections of vulnerable communities in these states. The outcomes of the project are: a. Capabilities of state authorities to implement SAPCCs enhanced b. SAPCCs operationalized in Madhya Pradesh, Sikkim and Uttarakhand c. Experiences and approach of the project gained national and international visibility. The SDC - UNDP partnership aims to assist the State Nodal Agency and the sectoral departments in the implementation of the SAPCC with focus on the identified priority sectors (water, energy, disaster and forests). The major interventions in these sectors will be mobilization of appropriate expertise, capacity building of resource persons/institutions, facilitation of implementation of strategies and knowledge sharing. The project is primarily geared towards creating a model for the implementation of the State Action Plan on Climate Change (SAPCC) at the state level. In Madhya Pradesh, the focus is on the water sector and the project will look at strengthening strategies for Ground Water Resource Planning and Management. 

 

Scope of Work

A comprehensive water data base is proposed to be a part of the project “Strengthening State Strategies for climate Actions” which can be used for assessment of the impact of climate change on water resources of the State. Currently, the spatial and non-spatial data required for water resource planning in Madhya Pradesh is scattered amongst institutions and not easily accessible. The proposed water resources database system is envisioned to provide analytical support to various departments of the State Government including Water Resource department, Rural Development, Agriculture department, Public Health & Engineering under a single platform that facilitates systematic collection, assimilation, transformation, loading, interpretation and analysis of data in evolving climate sensitive policies, programmes and strategies.

The major objective of the project is to enhance the planning and decision making capabilities of the Government of Madhya Pradesh water user departments through scientific analysis of the spatial and non-spatial data for improved water resource management from a climate change perspective. A tool needs to be developed to model various interactions between climatic and hydrological parameters and inform decision makers on sustainable management strategies for water resources in the state.
