Overview :

BACKGROUND / RATIONALE

The United Nations Country Team (UNCT) in Ethiopia is one of the 'self-starters' of the Delivering as One (DaO) initiative since 2010.  Under the strong leadership of the Ministry of Finance and Economic Cooperation (MOFEC) , the UNCT has been developing new ways of working to achieve a greater impact on the ground by harmonising business practices across agencies including the adoption of the joint programs and programming modalities.  During the previous UNDAF 2012-2016 period the UNCT in collaboration with the government have developed and implemented a number of Joint programs across different thematic areas. In addition to the joint programs, in the recent past the UNCT has also developed and implemented innovative joint policy initiatives in support of government policies on Social Protection, Human Trafficking and Migration, and Women’s Health Rights.  All the joint programs and joint initiatives derived from the previous UNDAF and involved two or more participating UN agencies in support of the relevant national counterparts (government ministries, CSO and NGOs).

OBJECTIVES OF THE SERVICE / WORK

This Joint Programs review will be conducted to document the lessons learned from the current joint programs, assess the governance and coordination mechanism; provide credible and useful evaluative information on the added value of joint programs to enhance achievements of results as stipulated in the UNDAF and the JP documents. Based on the assessment results and global best practices it will also provide recommendations on the design, implementation, monitoring and evaluation, possible resource mobilization efforts and coordination of new set of joint programs.

SCOPE OF THE SERVICE / WORK

The review will cover the period from the inception of the JPs to the present. It will address all joint programs and joint initiatives under the UNCT’s DaO effort. The list of JPs and initiatives are outlined below.

1. Enhancing Public Service Delivery for Accelerated Development Outcomes in Developing Regional States (DRS) - FLAGSHIP JP

2. H4+ Maternal Newborn Child Health JP (MNH) - FLAGSHIP JP

3. Joint Flagship Program on Gender Equality and Women Empowerment (GEWE) + Rural Women Economic Empowerment JP (RWEE) - FLAGSHIP JP

4. Improving the performance of the Ethiopian Edible Value Chain- Phase II

5. Social Protection Joint Policy Initiative

6. Counter Trafficking and Migration Policy and Practice in Ethiopia

7. Joint Policy Initiative for Women’s Health Rights

8. Rights Based Approach to Adolescent and Youth Development in Ethiopia JP

9. JP on FGM/C: Accelerating change

 

10. Integrated Nutrition Services

MINIMUM ORGANIZATION AND CONSULTANCY TASK FORCE REQUIREMENTS

A highly qualified and committed review team/firm is required to undertake this review in order to develop a high quality and useful report that will provide actionable recommendations on how to strengthen joint programs for achieving the expected results.

The review will be conducted with the overall guidance of the Resident Coordinator’s Office and the PMT.  The review team/firm shall submit the reports to the RC Office.

The review team should be composed of a team leader and other members who have the relevant qualification, experience and competencies to conduct the review within the given period of time. The team should demonstrate a clear understanding of the UN reform and UN system, and experience with UN joint programs. Advanced evaluation expertise and experience in a wide range of evaluation approaches is required.

The team leader will have the responsibility for all negotiations, decisions, and deliverables. The technical work is to be divided between the team leader and the team members.
