Trafficking in persons and smuggling of migrants affect all countries of the Middle East and North Africa region, either as countries of origin or as countries of transit or destination. Regional instability has allowed criminal groups to move people across borders more freely and allows illicit activities related to trafficking in persons to expand in the region, bringing increased profit to criminal organizations.

UNODC provides assistance to the countries of the MENA region through a number of initiatives to support criminal justice and law enforcement in line with the provisions of the United Nations Protocol against Smuggling of Migrants by Land, Sea and Air and the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime.

These core technical assistance areas of UNODC are addressed by the UNODC Regional Office for the Middle East and North Africa – ROMENA regional project “Strengthening the framework of the Arab Region to prevent and combat human trafficking” (XMEX19), which aims to build national capacities in the Arab region to effectively combat human trafficking; the UNODC Regional Office for the GCC Countries "Arab Initiative to Build National Capacities to Combat Human Trafficking in the Arab Countries" (XAMX59); the UNODC "Global Programme against Trafficking in Persons" (GLOT59); the UNODC "Global Programme against Smuggling of Migrants" (GLOT92); and the “Global Action against Trafficking in Persons and Smuggling of Migrants (GLO.ACT).
