| Overview : Department of Rural Development and Land Reform (DRDLR) in South Africa was created in 2009. Prior to that this department was formally known as the Department of Land Affairs. The purpose of these terms reference for an effectively 2 ½ month project is to secure competent technical assistance to consult on and develop a potential cooperative programme (project proposal of cooperation) for the DRDLR to take forward the consultations into a project document. This will involve consultations with the DRDLR core branches, the lead departments coordinating some of the certain EU SA MIP priority areas (Treasury IDC/GTAC; DSBD and DIRCO) as well as the EU itself and certain of its member states whose Official Development Assistance “envelops” can be accessed in support to the department for the duration of the MIP (+ 5 years). It is assumed that by then the economic circumstance would have improved and the DRDLR would: Have been able to test new policies, systems and institutions, and Be able to absorb most of the key routine activities and ensure sustainability.
