Overview :

As part of its communications strategy, OHCHR Honduras (OACNUDH Honduras in Spanish) is looking to develop a user-friendly (front-end and back-end) website. The site’s visual interface must have a current, mobile-friendly and appealing look and feel, along the same design direction taken from OHCHR headquarters guidelines, as well excellent usability and user experience.

The website must be managed using Wordpress as the Content Management System (CMS) and will need to offer up to 20-30 page layout designs to accommodate the different types of pages and content on the website.

To create the CMS templates, we will need to create prototype pages in HTML/CSS from the page layout designs. These HTML/CSS pages will be integrated into the CMS (Wordpress) by the winning company.

A guidelines document for visual design, including content placement and formatting, and Web development for the redesigned pages will also need to be created. We are seeking a contractor to provide these deliverables for the OHCHR website.

The scope of this RFP includes five phases:

1) Conceptualization

2) Content structure (wireframing)

3) Design and design guidelines

4) Development (HTML/CSS/JavaScript prototyping and integration into Wordpress CMS)

5) Launch, training and 12-month technical support (as needed, on retainer)

Entities bidding

Entities bidding to this RFP should have the following minimum qualifications and/or experience:

Requirements:

    • Relevant, recent experience (at least 2 client references) and a proven track record in delivering innovative and modern website design that increases audience engagement through improved online presence.
    • Demonstrable expertise and organizational capacity (staff, consultants) in areas required for the project including: creative direction, design, user experience, content strategy, information architecture, accessibility and web analytics.
    • Demonstrable portfolio of web-based projects for large-scale organizations.
    • Fluency in English.
  1. Individuals as contractors will not be considered. Bidding entities must be an established, legal company with at least 3 years of operational experience. Entities will have to provide the appropriate paperwork to demonstrate they fulfill all requirements established by law to be constituted as a company. These papers include (in Spanish): 1) formulario de solicitud ingreso de vendor provisto por OHCHR honduras), 2) copia de escritura de constitución, 3) copia de RTN, 4) carta original del banco certificando la información que consta en las secciones 4 y 5 del formulario de solicitud ingreso de vendor, 5) carta membretada de la empresa y original confirmando los detalles de la información bancaria y firmada por la persona autorizada.

Tasks

In consultation with the OHCHR Honduras Communications Section, the selected contractor will carry out the following tasks:

Phase 1: Conceptualization

1. Work with the OHCHR Honduras Communications Section and a selection of key stakeholders within OHCHR Honduras to understand the desired digital experience of the OACNUDH.hn website and our objectives for the website. This phase will enable the identification and shared agreement of: OHCHR Honduras’ digital objectives, the outcomes for the different audiences who visit the website, and the challenges that OHCHR needs to overcome to achieve these.

2. Gather information about our existing and desired web audiences and how each of these audiences might interact with OACNUDH.hn to achieve their respective goals. The selected contractor will then be required to overlay this research with stakeholder interviews (conducted in person or digitally) to ensure that all internal insights and requirements are captured and that the organization’s goals and challenges are clearly understood.

3. Fully document the insights gathered, which will be used as the basis for the rest of this project’s deliverables.

Phase 2: Content structure (wireframing)

1. Review/audit the current content structure of similar OHCHR headquarters and regional OHCHR websites (existing page layouts, navigation and templates). Evaluate the current structure in regard to the approach identified in Phase 1 to determine the necessary page types and layouts to be duplicated or created. Tentative sections include (but are not limited to):

a. Homepage, about us, news pages, issues pages, press pages, blog, calendar, reports, links, contact forms, sign-up forms, document library, social media links, sitemap, etc.

2. Develop the Web page layout wireframes (content structure) for 20-30 pages to be developed into visual designs. The wireframes will illustrate the information architecture of the site and will visually display the proposed content hierarchy, page layouts, navigation and various user journeys across devices (mobile/tablet/desktop). From this, the contractor will also develop a high-level sitemap that will illustrate the overall structure of the entire website.

Phase 3: Design

1. Based on the approved wireframes from Phase 2, develop three distinct visual design proposals for the overall look and feel of the website design, based on the aesthetic line developed by OHCHR headquarters and/or regional websites. .

2. Once one of the visual design proposals has been selected, provide 20-30 Web page layout designs based on the approved wireframes. The layout designs may include illustrations of functionality requirements to be implemented during development of the HTML/CSS and launched once the website goes live. The page layout designs must be created in accordance with principles of "Responsive Web design" in order to provide an optimal viewing experience across a wide range of devices. (http://en.wikipedia.org/wiki/Responsive_web_design) A mock-up or demo site will be required in order to move forward and approve the development.

3. Provide a Web style and development guidelines document (in print and digital format) based on the approved design and functionality. The guidelines will include necessary information regarding visual design styling, including content placement and formatting, and Web development to be used as reference for any further work needed on the website.

4. All graphic design work related to the site, its components and content must be provided by the winning entity.

Phase 4: Development (HTML/CSS/JavaScript prototyping) and integration into CMS

1. Once the Web page layout designs have been approved, provide fully functional prototypes of the approved 20-30 layout designs using HTML, CSS and JavaScript. The prototypes will include any functionality agreed to in the layout design phase and will be fully integrated into the CMS (Wordpress) by the winning entity.

2. Provide CSS-based printer and demo versions of the 20-30 prototypes.

3. The page must be created with cross-platform Web development that meets W3C Web standards (www.w3.org/standards) and United Nations Web Accessibility Guidelines (www.un.org/webaccessibility), and that is tested against current standards-compliant Web browsers.

4. The page must be created using "Responsive Web design" in order to provide an optimal viewing experience across a wide range of devices. (http://en.wikipedia.org/wiki/Responsive_web_design)

5. Assist the OHCHR Honduras in-house Web team, as needed, with the integration and debugging of the functional prototype within the Wordpress Content Management System (CMS).

Phase 5: Launch, training and 12-month technical support (as needed, on retainer)

1. Entity must upload all the content determined by OHCHR Honduras for the site’s launch.

2. Entity will upload the site on the web server and train a select number of OHCHR on basic and intermediate site management.

3. Entity will provide for a period of 12 months a set amount of monthly hours of technical support for website maintenance, security updates, and changes or improvements. Please note that during this period, the entity will be responsible for fixing technical malfunctions or bugs which result from improper coding or glitches and that any time invested in correcting them cannot be discounted from the monthly allowance for technical support hours.

Methodology

To complete the tasks, the contractor will:

1. Work under the direct supervision of the OHCHR Honduras Communications Section. An internal team will be assigned to the project: its role will be to bring functional and/or technical knowledge of OHCHR Honduras’ work and processes to the selected contractor throughout the conceptualization, wireframing, integration and implementation, as well design phases, as needed. This team will consist of specialists as well as focal points from across the organization.

2. Assume a strong project management role, working with OHCHR Honduras Communications Section to ensure that risk is at all times identified in a timely manner, and managed to ensure that the project is not adversely impacted. Appropriate documentation such as project plans should be delivered at each stage of the process.

3. Be available for in-person meetings and conference calls with the Communications Section, staff and relevant stakeholders in Tegucigalpa, Honduras as needed. Suppliers located outside the city must indicate in their proposal how OHCHR Honduras will be able to contact and interact with the design team and how timely collaboration between OHCHR Honduras and the supplier is foreseen.

Outputs

The anticipated output for this engagement, and which will be sole property of OHCHR Honduras, includes:

 

1. 20-30 Web page layout wireframes.

2. Three visual design proposals for the overall look and feel of the website redesign.

3. 20-30 Web page layout designs based on the approved wireframes and visual design.

4. Fully functional prototypes of the approved 20-30 Web page layout designs using HTML, CSS and/or JavaScript and integrated into the CMS system as Wordpress templates.

5. CSS-based printer versions of all prototypes.

6. Demo site/functional mock-up

7. Web style and development guidelines document based on the approved design and functionality.

8. Cross-platform Web development that meets W3C Web standards (www.w3.org/standards) and United Nations Web Accessibility Guidelines (www.un.org/webaccessibility), and that is tested against current W3C standards-compliant Web browsers.

9. All final content uploaded and fully functional on the OHCHR Honduras website.

10. Assistance, as needed, to the OHCHR in-house Web team with the integration and debugging of the functional prototypes within its Wordpress Content Management System (CMS).

11. Two-year (24 months) hosting service with a secure web server or provider (can be a third party). Winning entity must include this cost in its bid but all server and hosting registration will be under OHCHR Honduras’ name. All access codes, passwords and any other credential must be shared with OHCHR Honduras and kept securely by the provider.

12. Implementation of Google Analytics.

13. Installation and launch of the OHCHR Honduras website, and 12-month technical support for website maintenance, security updates, and changes, bug fixing or improvements:

•15 hours a month x 12 months totaling 180 hours a year. The hours will not expire and OHCHR reserves the right to use more than the allotted amount of hours in a particular month by means of reducing the designated amount from a future month.

Entities must include in their formal proposals proof that they fulfill all the requirements listed above in the form of supporting documentation, as well as their financial proposal.

 

Upon winning the bid and signing the contract, the entity will have 60 days to develop all stages of the project and launch the site. Please note that OHCHR Honduras reserves the right to reduce the equivalent of 3% of the total financial proposal per day and for each day the site’s production and delivery is delayed beyond the 60 days allotted upon signing the contract. OHCHR Honduras does not provide advances of any kind and the winning entity must be able to provide a 30 day credit upon the delivery of the website so OHCHR can make the agreed payment via direct deposit.
