Background

Since ISIL seized and gained control over the city of Mosul in early June 2014, the Governorate of Ninewa has been the theatre of a dramatic escalation of violence and oppression. Known for its diverse population and rich cultural life, Mosul’s residents were subject to discrimination and targeted persecution based on their ethnic and religious affiliation. While hundreds of thousands of people were forced to flee their homes and seek refuge in the Kurdistan Region, those who remained in the city have to abide by the rules set by the Islamic State and reportedly struggle with severe food insecurity, restricted movements, a breakdown of health and education services, widespread physical damage to infrastructure and private properties, ubiquitous fear and no prospect of peace.

Officially the second largest Iraqi city, Mosul’s pre-ISIL population was approximately one million.  Despite ISIL’s efforts to demonstrate the efficiency of its new administrative structures by delivering municipal services and collecting taxes and fees, citizens are suffering from regular electricity power cuts, water shortages, deteriorating water quality, poor solid waste disposal and sewage treatment. Unemployment is high and poverty is on the rise.

In the coming months, UN-Habitat intends to build upon existing synergies to conduct a comprehensive diagnosis of the current situation, as a basis for the profiling of the city and the development of strategies for intervention and reconstruction in both Mosul and Ninewa governorate.

Duties and Responsibilities

Under the supervision of Head of UN-Habitat Iraq Programme, the incumbent will:

  • Conduct or oversee the undertaking of rapid survey, direct observation, key informant interviews, focus group discussion, review the qualitative and quantitate data gathered using survey instruments.
  • Review and triangulate field data with base line information (demographics, health, price, trends, conditions, delivery of services etc).
  • Obtain analytical information from official sources and carry out validation of data analysis.
  • Provide input, validation of information, and data gathering for the development of urban profiles for the cities of Bertella, Bashiqa, Sinuni and Hamdaniya.
  • Assist in developing neighborhood profiles for the city of Mosul.
  • Photograph and document the existing situation of the city.
  • Perform other relevant assignments as requested by Head of UN-Habitat Kurdistan Region of Iraq Office.

Required Skills and Experience:

Education:  University degree (Bsc) in Architectural Engineering or related field.

Work Experience:  At least five years of professional experience in urban and regional planning management, master plan strategy development, supervision of city master plans.

Other Skills:

  • Experience in strategic planning development, urban planning for smart growth.
  • Work experience in the public sector, preferably in city administration and planning.
  • Graphic design skills.
  • Fluency in Arabic, English is preferable

Travel Requirements:

The incumbent will be working from home.
