| Overview : BACKGROUND The Ghana AIDS Commission (GAC) is a supra-ministerial and multi-sectoral body established under the Chairmanship of H.E. the president of the Republic of Ghana by Act 613, 2002 of Parliament. Its mandate is to provide support, guidance and leadership for the national response to the HIV and AIDS epidemic in the country. In October 2016, the Ghana AIDS Commission Act 938 was passed by Parliament to provide the enabling environment to strengthen HIV prevention efforts. One key provision of the Ghana AIDS Commission Act 938, was the establishment of the HIV fund. The purpose of the fund is to provide financial resources for the national HIV and AIDS response, with special focus on HIV prevention, prevention of mother-to-child transmission, stigma reduction, treatment and the care and support of persons living with HIV ... SCOPE OF WORK - Develop a comprehensive framework for the management of a Fund.
- Consult relevant stakeholders for input to develop framework for an effective and efficient management of the HIV Fund.
- Identify and consider local and international best practices on the establishment and management of a fund framework.
- Validate the framework through a stakeholder consultation
- Update existing Resource Mobilization Strategy to attract organizations and businesses for donations into the Fund
