Overview :

Background

To support the K-12 Basic Education Program, the Department of Education (DepEd) and the United Nations Development Programme (UNDP) entered an agreement on 23 March 2016 for the implementation of the DepEd Computerization Program (DCP). Under this partnership, the UNDP procures, delivers, and installs ICT packages in public schools nationwide using the allocations for DepEd under the General Appropriations Act. The partnership is meant to support DepEd in accelerating the implementation of its programs while providing it with assistance in implementing reforms.

Under its partnership with DepEd, UNDP implements a citizens’ monitoring system with partner-civil society organizations (CSOs), or Citizens Participating in Governance (CPaGs). The deployment of the CPaGs ensures the timely and quality delivery of ICT packages to schools by promoting integrity and accountability during implementation, facilitating communication and cooperation among stakeholders, and supporting government in implementing service delivery reforms.

In support of this, an online platform entitled “Development LIVE: Achieving SDGs in Infrastructure through Local Integrity, Innovation & Citizen Empowerment (Development LIVE)” was established. Development LIVE will enable both citizens and government to promote integrity in the delivery of SDG-related infrastructure projects, fostering a partnership that is participatory, transparent, and ultimately democratic.Development LIVE specifically aims to (1) Enable citizen monitors to effectively promote integrity in the implementation of SDG-related infrastructure projects through live streaming technology and (2) Provide government with real time data and analysis on SDG-related infrastructure projects to enhance.

Approximately 600 citizen monitors will be drawn from key stakeholders involved, with at least 55% of monitors being women. Those participating in Development LIVE through the live streaming function will be primarily students and youth groups with a stake in the projects. Development LIVE will be pilot-tested in 40 municipalities covering 5 regions on the Philippines, namely the Cordillera Administrative Region, Region 5, 7, 11, and CARAGA.

Development LIVE is an initiative in partnership with the different government agencies and with civil society organizations and academic institutions that will work together to deliver technical support to local governments, as well as support in organizing and training citizens to participate in local governance processes including monitoring of local service delivery.

Duties and Responsibilities

The Project and Stakeholder Coordination Assistant will report directly to the DepEd Programme Manager and Development Live Project Officer. This team shall be based within the UNDP Democratic Governance Unit, headed by the Governance Team Leader.

Under the overall guidance of the Programme Manager, the Project and Stakeholder Coordination Assistant will carry out the following specific functions:

Financial Management

  • Provide support in the operational and financial reporting of the Project;
  • Assist in setting-up and maintaining the financial system of the Project;
  • Maintains proper filing of supporting documents for every financial transaction of the Project; and
  • Process compliance to procurement requests in accordance to policies & procedures

Administrative and Technical

  • Provide support in the mapping of relevant stakeholders to advocate the project’s objectives;
  • Assist in the coordination and collaboration with other partners to ensure that reports, performance, and standards are met accordingly;
  • Assist in developing quarterly and semi-annual reports in collaboration with other components and tracking budgets and expenditures related to the project;
  • Assist the project management staff in the establishment and maintenance of a systematic database system that will allow generation of specific project information whenever needed;
  • Provide support in assessing the validity and effectiveness of communication materials using appropriate methodologies;
  • Consolidate all project review results and summaries all finding to be shared to all departments for execution and actions;
  • Consolidate implementation feedback and concerns from the different stakeholders in the national, regional, and local level;
  • Ensures the reportorial coverage of specific events for documentation and publication of project’s output;
  • With the assistance of other relevant project staff, organize, coordinate and prepare activities such as training, workshops, and meetings as provided in the Projects Annual Work Plan; and
  • Perform such other tasks as may be assigned by the Programme Manager

Qualifications

Education

  • Bachelor’s degree in social work, public administration, political science, public finance or other development-related discipline.

Work Experience

  • At least two (2) years of relevant experience, preferably in foreign-assisted projects;
  • Strong finance experience, knowledge in ATLAS is desired
  • Knowledge of government’s service delivery and citizen monitoring context is desired;
  • Experience in training, event planning and organizing;
  • Exposure to national or local governments; Knowledge on Public Financial Management system particularly in budget execution, procurement, and accountability processes;
  • Experience in UNDP projects and knowledge in UNDP systems is an advantage;
  • Previous working experience with a UN agency is an asset

Lanaguage

  • Fluency in written and spoken English; well versed in national language

Scope of Price Proposal and Schedule of Payments

The candidate will be paid on a monthly basis based on the fixed price as agreed in the contract.

  1. Duly accomplished Letter of Confirmation of Interest and Availability that indicates professional fee only, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; 

Criteria for Selection of the Best Offer

The offers that will be received shall be evaluated based on the Combined Scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.
