1.Background:

On June 13, heavy monsoon rain triggered the deadliest landslides in south-east Bangladesh in the history of Bangladesh, killing at least 160 persons, injuring many more. It is the worst landslide-related disaster since 2007 where death toll was 127. According to the Chittagong Divisional Health Office Control Room Report, a total of 187 injured persons were admitted in local level hospitals.

It affected about 80,000 persons across five districts: Bandarban, Chittagong, Cox’s Bazar, Khagrachari and, Rangamati. Among these people, 42, 000 were severely impacted as they lost their houses together with their belongings, basic necessities, livelihood and food stocks. Approximately 46% of the most affected persons are from Rangamati, 25% from Bandarban, 25% from Chittagong, 2% from Cox’s Bazar and, 1% from Khagrachari.

Most of the connecting roads were obstructed by piles of landmass and debris. Electricity and other utility services had been cut off. Prices for basic commodities like fuel and water soared in the market due to scarcity of goods. It introduced acute safety and security risks for women, girls, and persons with disability. Protection related concerns have also increased, in particular for children and women.

II. Justification:

The Need Assessment Working Group’s report cites the number of men and women affected acknowledging that the “Data on the sex and age of affected populations is not accessible; it provides a proportional breakdown based on census data of the affected districts”. However, anecdotal evidence, and a national Daily (Prothom Alo) report of 21 June confirms that the majority of the victims, as well as the people in the shelters are women and girls. Since it took away shelters, latrines, and bathing facilities which had contributed to fear among women and girls of sexual assault and harassment. Negative coping strategies observed in the community.

 

The women and girls who have taken shelter in various institutions facing acute water and sanitation problems. The unsafe and over-crowded accommodation in the shelters pose serious threats to women’s safety and security. Their increased vulnerability may put them at risk of negative coping strategies leading to child marriage and trafficking of adolescent and young girls, which are commonly adopted by distressed families in such post-disaster crisis situations. 

III. Objective of the assignment:

 

  • To get an understanding of gendered impact of the landslide in the CHT
  • To provide necessary protection support and other services to women through Multi-Purpose Women Centres (MPWCs)  
  • To ensure the empowerment and protection of women and girls by enabling them to provide for their own immediate needs reducing their susceptibility to negative coping strategies.

 

IV. Scope of the work:

 

The main task of the service providing agency includes the following activities but not limited to:

  • Based on the HCTT assessment, prepare the landslide response plan 
  • Listing out the most affected women and girls from landslide in two selected districts (Bandarban and Rangamati) e.g. female headed households, women and girls with disabilities, elderly and single women, adolescent girls without parents/family and other marginalized groups of women
  • Selection of safe spaces for multipurpose women center (MPWC) in Rangamati and Bandarban in collaboration with Local Administration
  • Setting up MPWC – information help desk with ICT facility, referral mechanism for accessing multi sectoral support
  • Operate MPWCs in the two districts with dedicated staff
  • Prepare training module on gender awareness, protection, and livelihood skills training
  • Conduct training for most affected women and girls
  • Provide multi purpose cash grants (MPCG) to the most affected women and girls

 

V. Duration of the work

 

The assignment will commence upon signing the contract and expected to be completed by 31 December 2017.

VIII. Fund transfer modality:

Respective deliverables and documents will be reviewed by UN Women before processing any payment.

25% of total contracted amount will be paid upon receiving inception report and a detail work plan from service providing organization. Another 55% will be disbursed after submission of beneficiary list. Rest 20 % will be paid upon submission and approval of the final report. The service providing agency, will be responsible for delivering high quality data and analysis according to the expectation, and agreement with UN Women, and within a timeframe defined by the ToR.

 

To verify potential agencies’ compliance with the selection criteria, recent programmatic performance, evaluation and audit reports will be assessed (please do submit those reports/documents as attachments to the proposal).
