Overview :

The United Nations Development Assistance Framework (UNDAF 2014- 2018) is the fourth-generation Programme of UN support to Kenya. The UNDAF was developed per the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF’s full alignment to Government priorities as defined in the Vision 2030 and Medium-Term Plan 2013- 2017 and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF contributes to the overall goal of Kenya’s Vision 2030 of: “Creating a globally competitive and prosperous nation with a high quality of life by 2030, that aims to transform Kenya into a newly industrializing, middle-income country for all citizens in a clean and secure environment”.

The UNDAF reflects the efforts of all UN agencies and key partners working in Kenya. The design of the UNDAF was informed by several strategic discussions both within the UN and with stakeholders, to determine how the UN System is best suited to support the national development goals.

The UNCT in Kenya, in collaboration with the Government of Kenya plans to undertake an evaluation of the UNDAF which will largely inform the planning process of the next UNDAF and the UN agencies’ Country Programmes. The Evaluation will adopt a participatory and consultative approach building on the Mid Term Review of the UNDAF undertaken in June 2016 and Annual reports developed by the Strategic Result Area Groups. The UNDAF will be guided by the UNEG guidelines and criteria of evaluation. Government counterparts of the UN will be the major partners in the evaluation, contributing both through data from national systems and validation of the UNDAF evaluation results.

Objectives of the short-term consultancy.

The general objective of the evaluation is to assess relevance of the UNDAF, its design and focus, results achieved, the processes that has led to results or non-achievement of results and the collective comparative advantage of the UN system in country.
