Overview :

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard.

The UNODC Regional Office for South Asia is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Its Regional Programme for South Asia “Promoting the rule of Law and countering drugs and crime in South Asia (2013-2017)” has five sub-programmes relating to (1) addressing transnational organized crime, (2) countering corruption, (3) terrorism prevention, (4) promoting efficient, fair and humane justice systems and (5) drug use prevention and treatment and HIV.

In keeping with its sub-programme (5), UNODC Regional Office for South Asia is supporting a project titled “HIV Prevention, Care and Treatment for Female Injecting Drug Users, Female Prisoners and Women living with HIV and AIDS in Nepal (NPLJ80) since 2008. UNODC adheres to principles of equality and human rights that support the provision of HIV education, prevention, treatment and care to all, regardless of whether they use or have used illicit drugs, whether they are (or have been) in prison, their occupation or their sexual orientation.

The purpose of the call for proposals is to deliver four specific results, in coordination with UNODC, National Centre for AIDS and Control, Ministry of Health under the overall monitoring and supervision of UNODC program office based in Nepal. The desired outcomes of this project are increased awareness and, more concretely, increased leadership and commitment to address the broader issues that underlie the vulnerability of female prisoners and aims to influence key informants, opinion leaders and role models to build a positive change. Through this call, UNODC seeks to work in partnership with a non-government organisation (preferably female led) and provide technical support at strengthening community based interventions for women who use drugs, female prisoners and women living with HIV.
