Overview : BACKGROUND / RATIONALE Ethiopia’s biodiverse forest resources, including high forests, woodlands, urban forests, trees, and trees on farms, provide goods and services of important value to develop Ethiopia’s green economy and achieve prosperity and a middle income status by 2015. The Government of Ethiopia has a stated interest in strengthening the contribution of the forest sector to achieving economic growth and to ensure the social and environmental sustainability of this growth. With 17.2 million hectares of forests covering 15.5% of the national territory and a large expanse of degraded lands suitable for forest restoration, Ethiopia has a huge potential for developing the forest sector to contribute to its sustainable growth. . . . OBJECTIVES OF THE SERVICE The objective of the consultancy service is to develop Regional Forest Sector Development Programs for nine regions and two city-administrations by intensively reviewing and analyzing region-specific contexts and the NFSDP. Relevant forest related programs and strategic documents at regional levels should be reviewed and reinforced by series of consultative meetings at various levels. SCOPE OF THE SERVICE / WORK The consulting firms are expected to review NFSDP, various policy documents, strategies, scientific studies and reports related to forestry and other land uses relevant for regions/City administrations. Clear understanding of the biophysical (land degradation, deforestation drivers, forest development etc.) and socioeconomic (livelihoods, culture etc.) context of regions/cities is required in order to design a region specific forest sector development program for the coming ten years (2017-2027). More specifically, the consulting firm will review and analyze existing situation in each of the regions define detailed action programs and prepare synthesis report. FIVE different competent Consulting Firms are required to develop Regional Forest Sector Development Programs as per the following LOTs Lot I. Oromia Lot II Harare, Dire Dawa, and Addis Ababa Lot III Tigray, Afar and Somalia Lot IV. Benshanul Gumuz and Amhara Lot V.
