BACKGROUND / PROJECT DESCRIPTION 

The United Nations Assistance Framework (UNDAF) serves as a roadmap for the UNCT to guide their support in the realization of national development agenda. UNDAF gives UN agencies a framework to align their development programs and projects with the national development plan, Growth and Transformation Plan II GTP II), of the country. In addition to unilateral programs, multi-faceted programs create an opportunity to achieve UNDAF objectives through joint effort of more than two agencies. Women Health Rights Policy Initiative is one of such kind of joint programs Ethiopia has been implementing since the adoption Delivering as One (DaO). This program is funded by Delivering Results Together Fund (DRT-F) and jointly implemented by WHO, UNAIDS and UNWOMEN. It has an objective of ensuring the proper incorporation of fundamental human rights principles, including gender equality, reproductive health rights in national health policy and strategy by 2016, and translate and promote the implementation of CEDAW in Ethiopia. SCOPE OF THE WORK

This consultancy work has an objective of documenting achievements of the Women Health Rights Joint Policy Initiative for future reference. The expected output of the work is a comprehensive document which has between 10 to 15 pages. The document is expected to capture some of the key achievements and lessons learned after reviewing documents and interviewing key implementing partners involved in the implementation. To achieve this objective and deliver the expected outputs, the consultant has to perform the following: . . .

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Education

  • Advanced University Degree (Masters or PhD) in Communications, Journalism or related fields.

b. Experience

  • At least 5 years of relevant professional experience in documentation of good practices.
  • Knowledge of Delivering as One principles and UNDAF in Ethiopia
  • Extensive knowledge of the UN system and of UN coordination, and DaO Standard Operating Procedures.
  • Experience in the production of good practice documents of programs implemented jointly by more than two agencies/organizations.

c. Language

  • Proficiency in English is required.

d. Functional Competencies

  • Knowledge Management and Learning:
  • Promotes a knowledge sharing and learning culture.
  • Ability to advocate and provide policy advice.

e. Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favouritism;
  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Please note that these proposals shall be submitted to the designated secured email into two files but in one email unless both Files are Greater than 9MB file size

  • Failing to submit anyone of the documents stated above will automatically disqualify the candidate from further technical evaluation;
  • Those prospect consultants who fail to submit both Technical and Financial proposals as per the IC Proposal Submission Form and to the designated secured email will not be further considered for evaluation;
