| Overview : The Amerindian Land Titling Project (ALT) project is designed to advance the process of titling the outstanding Amerindian lands currently awaiting demarcation and titling, building on an existing titling process. GRIF funds have been made available to complete the titling process, including consultations with the communities, and cadastral surveying of the land. In addition, the project intends to enhance awareness on the process of titling through an improved communication strategy that will ensure that information is available to communities in a language and a format that are easily understood. The project is also working to include the strengthening of existing mechanisms to deal with land disputes with the aim of developing a collaborative, transparent dispute resolution mechanism that will ensure engagement of the National Toshaos’ Council and Indigenous People’s Commission with the affected communities and allow all eligible communities the opportunity to secure title and ownership to their lands. The aim of this consultancy is to provide an interface that allows users a platform and reference point for community engagement. Additionally, an online information system to manage Amerindian land titling and demarcation processes in Guyana would be realized through this assignment. The key steps in the Amerindian land titling processes would be captured and documented. The architecture of the system will include a database, the main application and a web interface, to be realized using a framework. On account of licensing costs, interoperability and efficiency, the system will necessarily have to run on a GNU/Linux operating system while the web interface will be in HTML code, valid according to the W3C standards. |
