Overview :

Background:

One of the key directions of the UNDP-GEF Projects “Sustainable cities for low-carbon development” and “City of Almaty Sustainable Transport” is an attraction of investments in low-carbon urban projects (initiatives). 

Transport is one of the sectors of the municipal economy, which accounts for about 12-15 % GHG emissions in the average city.  Public urban transport is an important element of city economy and plays a significant social role. Reduction of GHG emissions from public transport is possible through the execution of a set of interdependent actions of organizational, planning, technological and other types.  Upgrading of the urban transport sector shall also, obligatorily, consider the environmental component connected with minimization of the negative impact of transport on health of the population and GHG emissions.   

Local executive authorities, represented by Akimats of the cities are willing to improve a situation in the public transport sector.  In opinion of Akimats, the central problem is the lack of the sufficient finances at the local level  to establish an effective transport system.  Establishment of such system is phase-progressed and is connected with the analysis of current situation, its appraisal with subsequent development of necessary scenarios and guidelines for upgrading  of the urban transport system and carrying out necessary technical and economic estimates against the standards applicable to attract external /debt financing. 

Within consultations with UNDP, the administration of Petropavl city (Akimat) has shown an interest in evaluation and discussion of opportunities for upgrading the urban transport system based on various financing models and requested the technical support for preparation of the roadmap and forming an investment projects’ pool. 

Objective: 

To make an comprehensive analysis of the transport system of Petropavl city, to develop the recommendations and action plan on its improvement to reduce GHG emissions in the long term perspective, and to improve quality of services to population. 

Scope of work:

  1. To provide the overview and assessment of the current situation with transport system of Petropavl city; 
  2. To carry out PEST and STEP analysis based on the information collected and to prepare different scenarios for development of the urban transport system, including but not limited with upgrading of transport facilities, change of the route network, arrangement of stop station complexes, dispatch support system, billing and infrastructure for bicyclists (bicycle paths, parking lots and bicycle rental); 
  3. To discuss the analysis data and scenarios with the beneficiaries and to propose an action plan (road map) including the calculation of the required investments by separate components of the plan in the form convenient for the project beneficiary, indicating sources of information;
  4. To propose the financial models on introduction of each of the scenarios/options of the urban transport system upgrade. When calculating the model, the financing structure shall have proportions ¼ of the owned and borrowed capital.

Qualification requirements: 

1) Company  should have civil legal capacity to conclude business contracts (certificates of incorporation/re-incorporation, and founding documents), 

2) Company should be solvent, should not  be under dissolution, should be free of any distress, and its business operations should not be suspended in accordance with legislation (statements confirming debt clearance in any tax, bank and other authorized bodies, balance sheets for 2015-2016), 

3) Cost estimate (as per the enclosed template);

4) As minimum 3 years of experience in transport planning consulting,  urban-level transport systems sector. Experience in urban transport in the CIS countries and/or Kazakhstan would be an advantage; 

5) Experience in preparation of the feasibility studies on upgrading the urban  transport system by the order of municipalities and/or international development institutes; 

6) Experience in strategic analysis with application of analytical tools such as PEST and/or STEP analysis, 

7) Excellent knowledge of regulative and institutional frameworks on territorial and transport planning, arrangement of regular passenger traffic;

8) The personnel involved should consist of the following experts (with submission of detailed CVs, diplomas and other documents certifying their experience and qualification):

8.1) Team-leader, with technical and/or economic university degree and as minimum  7 years of experience in urban planning. Experience in projects on  transport systems development of cities and regions. Participation experience in international projects on transport planning would be an advantage. Knowledge of regulatory framework on automobile transport and passenger traffic  in the RoK would be an advantage. 

8.2) Transport Planning Expert, with technical university degree and as minimum  5 years of experience in urban transport systems. Experience in public transport optimization would be an advantage. Knowledge of regulatory framework on automobile transport and passenger traffic   in the RoK would be an advantage; 

8.3) Expert on economic issues, with economic university degree and as minimum  5 years of experience in preparation of projects/feasibility studies. Experience in urban transport systems would be an advantage. Knowledge of analysis methods with application of analytical tools. Knowledge of regulatory framework  on arrangement of transportation in the RoK would be an advantage.

9) List of similar services performed, indicating the Customer name, subject of services/works, year of service rendering and total contract amount (if applicable); 

10) Performance schedule (must include the team structure and distribution of responsibilities) and description of methods to render the services\works;

11) As minimum  3 references and recommendations from previous customers for similar services.

Responsibility:

• Agrees the actions and reports to Projects Managers of UNDP/GEF Projects mentioned in this Terms of References; 

• Ensures timely and quality execution of the Terms of Reference and Contract terms. 

Selection Process:

The selection of the Company will follow an open competitive process in line with UNDP procurement standards. The successful company would be required to enter into a standard UNDP Contract for professional services. The contract will be awarded according to the cumulative analysis scheme: proposal with the overall highest score after adding the score of the technical proposal and the financial proposal will be chosen
