Overview :

Background:

The UNDP-GEF Project supports the identification, design, and implementation of Nationally Appropriate Mitigation Actions (NAMAs) in the urban sector. NAMAs, consisting of investments in infrastructure supported by capacity building, awareness raising and technical assistance, will contribute to achieving the country’s GHG emission reduction voluntary target while improving urban services and the quality of life of citizens in Kazakhstan towns and cities. The UNDP-GEF Project is the first effort in Kazakhstan to adopt a comprehensive approach to reduce GHG emissions in cities. Project’s Component 3 is aimed at facilitating private investment in priority urban mitigation actions via a dedicated Investment Support Facility. The Facility is being currently set-up in partnership with the "Damu" Entrepreneurship Development Fund" of Kazakhstan  (https://www.damu.kz). “Damu” Fund will serve as the Facility’s Financing Partner and will administer the provision of investment support to eligible applicants in line with procedures established for implementation of DAMU’s SME Support Programme and its partner local financial institutions (LFIs). 

The Facility will be implemented in stages, starting with pilot phase, “Municipal Energy Efficiency Investment Support Facility” (to be launched in 2017) which will focus on investment in municipal energy efficiency projects. The eligibility criteria and structure of the Facility’s pilot phase have been designed to maximise the cost-effective GHG emission reduction potential, open up new markets and to ensure that scarce grant resources are allocated in a more efficient and effective way. During the pilot phase, the role of Technical Partner will be undertaken by the selected Technical Consultant (consortium of international and national organizations).

Objective:

The general objective of this assignment is to assist with the launch and implementation of the pilot phase of the Municipal Energy Efficiency Investment Support Facility being established under the joint UNDP-GEF and the Government of Kazakhstan Project “Nationally Appropriate Mitigation Actions for Low-carbon Urban Development”.

Scope of work:

  1. Operational manual for technical appraisal and verification of the sub-projects
  2. Training and capacity building for facility’s financial partner and LFIs
  3. Sub-project appraisal and capacity building of the facility’s technical partner

Qualification requirements:

Qualification criteria to the international Technical Consultant (international legal entity):

  • Must have legal capacity to enter into economic agreements, be solvent, not subject to liquidation, its property is not seized, and its business activities are not suspended constrainedly by laws,
  • Must have at least 10 years of proven experience in the area of energy efficiency project development, appraisal, implementation\monitoring, in particular in municipal sector;
  • Must have prior experience in former USSR countries;
  • Must have prior experience with implementing and\or supporting implementation of projects involving blended finance facilities in partnership with financial organizations;
  • Expertise with development of operational manuals\guidelines\directories for technical appraisal and verification;
  • Expertise with arrangement and conducting the trainings on technical implementation of any projects\initiatives for target groups;
  • Experience with international organizations;

Qualification criteria to the local Technical Consultant (must be a local legal entity in Kazakhstan):

  • Must have legal capacity to enter into economic agreements, be solvent, not subject to liquidation, its property is not seized, and its business activities are not suspended  by Kazakhstan laws,
  • Have operational base to provide the International Technical Consultant with required administrative and technical support by performing this assignment; 
  • At least 5 years of proven experience with energy expertise,
  • implementation\involvement in energy efficiency projects in Kazakhstan (including technical and economic appraisal);
  • Proven analytical and consulting expertise with energy analysis and energy audit,
  • Experience in arrangement and conducting the trainings on energy saving and
  • efficiency issues

Responsibility:

  • Agrees the actions with the Project Expert on low-carbon financing of the UNDP-GEF Projects on Energy Efficiency and reports to Projects Manager of UNDP/GEF Projects on Energy Efficiency,
  • Ensures timely and quality execution of the Terms of Reference and Contract terms. 

Selection Process:

The selection of the Company will follow an open competitive process in line with UNDP procurement standards. The successful company would be required to enter into a standard UNDP Contract for professional services. The contract will be awarded according to the cumulative analysis scheme: proposal with the overall highest score after adding the score of the technical proposal and the financial proposal will be chosen.
