TERMS OF REFERENCE

A.    Project Title

Peace and Reconciliation Initiatives for Empowerment in the Bangsamoro (Project PRIME)

B.    Project Description 

Following the Marawi incident, which demonstrated the growing strength of extremist groups (many of whose leaders and followers broke away from mainstream Moro movements), lasting peace and stability in Mindanao is now contingent on three key factors:

The right national response: To what extent will national leadership (including in the Congress) reach a nuanced understanding of the challenges in Muslim Mindanao, and implement a policy against violent extremism that lays the basis for lasting peace and stability?

Moro convergence and effective Moro leadership: To what degree will the leadership of the mainstream Moro armed groups—especially following the passage of Bangsamoro legislation in the Congress—be able to fill the two gaps, the “governance gap” and the “hope gap,” that ISIS-linked groups are now seeking to fill in Muslim Mindanao? Will the leadership have the unity, the capability and the overall strategy to provide effective governance to all parts of Bangsamoro, and to re-ignite hope, especially among youth? Will it be able to bring the Moro together, in an inclusive manner, around a shared vision of governance in Bangsamoro

Local initiative and resilience: To what degree will civic groups, faith-based organizations, women, youth and traditional leaders be able to develop a strong and positive narrative of social justice, empowerment, and inclusion that attracts a greater number of individuals and communities than violent jihad, and offers a credible alternative to radicalization?

A critical corollary to these factors will be the degree to which Philippines’ international development partners – and specifically the Government of Australia - can offer assistance in a manner that is well researched and respectful of national ownership, builds upon the many worthwhile national initiatives already under way, and offers for national counterparts a point of convergence and mitigate against division and duplication.

To ensure that it can offer assistance in an appropriate manner, and also to support international counterparts in doing so, UNDP will deploy a Senior Advisor on Preventing Violent Extremism who will identify entry points and strategies for addressing the three challenges indicated above, and to support operational initiatives and programming of UNDP and DFAT..

C.    Scope of Work / Expected Outputs and Deliverables

Under the direct supervision of the UNDP Country Director (CD) and in close coordination and collaboration with the Team Leader for Resilience and Peacebuilding (TL-RPB), the Senior Advisor on PVE will perform the following core tasks:

  1. Advise the CD, TL-RPB and as required Senior Management of DFAT, on the best approaches to addressing the wider challenges of effective governance, inclusion, and the prevention of violent extremism in Muslim Mindanao, and especially in the context of the ongoing political transition of the region as well as of the major Moro armed groups;
  2. Support UNDP and DFAT with analysis, regular updates, and the design of policy options pertinent to these challenges, and provide facilitation and research support;
  3. Support UNDP and DFAT to lead and facilitate coordination and coherence among the donor community working on PVE;
  4. Provide concrete assistance (analysis; research; resource mobilization; technical support, and facilitation as appropriate) for UNDP initiatives in support of greater convergence and dialogue among the Moro leadership, including through “insider mediation;” the prevention of violent extremism; and the building of capabilities for effective and inclusive governance during the transition to an autonomous Bangsamoro entity.
  5. Support UNDP to liaise with all relevant national partners with regard to the above, including entities supporting the transition to an autonomous Bangsamoro entity, as well as academic, civic, and faith-based actors engaged in providing alternatives to radicalization and violent extremism.
  6. Provide systematic support in this context for the development of the Philippines’ National Action Plan on the prevention of violent extremism;
  7. Regularly engage with UNDP’s global and regional capacities, especially through the Bangkok regional hub, on the prevention of violent extremism to enable the development of comparative analysis, the identification and sharing of key lessons learned, and the consolidation of a community of practice on this issue in the Philippines, and with Malaysia and Indonesia with whom Philippines has now established a framework for collaboration on the prevention of violent extremism;
  8. Participate in DFAT’s quarterly meetings with partners in its bilateral program, Australian Partnerships for Peace, and advise DFAT and its partners on PVE and peacebuilding aspects of the programme; and
  9. Provide to DFAT periodic (monthly and as requested) written and oral briefing on the overall context, developments and updates on specific interventions.

D.    Institutional Arrangement

The Senior Adviser on Preventing Violent Extremism (PVE) will be working full-time under the direct supervision of the UNDP Country Director. He will be working in close coordination with the Team Leader of the Resilience and Peacebuilding Unit.

E.    Duration of the Work

12 Months (11 September 2017 to 10 September 2018)

F.     Duty Station

Manila. The expert will be expected to report for work on a daily basis.

Required Skills and Experience

Education:

  • Master’s Degree or Equivalent in Peace and Conflict Studies, International Development, Development Studies, Community Development, Project Management or other related fields.

Experience:

  • At least 10 years work experience in project management and coordination, preferably in peacebuilding and conflict prevention;
  • Previous work experience in the UN and other international organizations an advantage

Skills:

  • Excellent English language skills (oral and written)
  • Possess a comprehensive set of competencies in peacebuilding and social cohesion
  • Demonstrates a high tolerance for change, complexity and unpredictability
  • Results-oriented and demonstrates teamwork, good interpersonal skills and well developed communication skills.
  • Computer literate

Travel outside duty station shall be determined by the project management, hence, travel expenses shall be covered by the project.
