List and Description of Expected Outputs to be Delivered

The contractor will be responsible for overseeing the GFP Review and its outcome, including finalizing the methodology and guiding the work of other pro bono contributors to the review (highlighted in the GFP Review ToR). As key elements of this methodology, it is expected that the desk review and HQ interviews are undertaken in November/December 2017, that Field Visits, Remote Interviews and the Survey are conducted in January/February 2018 and that the consolidation/report writing is done in March/April 2018. GFP partners will be allowed to comment on the report in April and a final version of the report is expected in May 2018 to be presented at a high-level event.

  • Outline of the report of the GFP Review on 1 January 2018
  • A first draft of the report of the GFP Review on 1 April 2018
  • Final report of the GFP Review on 1 May 2018

Criteria for Contract Award

☒ Highest Combined Score  (based on the 70% technical offer  and 30% price weight distribution)

☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC).  This is a mandatory criteria and cannot be deleted regardless of the nature of services required.  Non acceptance of the GTC may be grounds for the rejection of the Proposal.

UNDP will award the contract to:

Any delay in UNDP’s response shall be not used as a reason for extending the deadline for submission, unless UNDP determines that such an extension is necessary and communicates a new deadline to the Proposers.

Proposed institutions will be evaluated based on dedicating expertise to the review that  meet the following criteria:

  1. Legal, Security or ROL related academic qualifications
  2. Previous knowledge of the GFP arrangement, its purpose, key activities and how it operates
  3. Good knowledge of the UN system, in particular planning and functioning of peace operations and political missions , AFP’s as well as the current UN reform streams and global developments including  SDG’s and the SG prevention vision and and the sustaining peace agenda
  4. Good understanding of UN joint analysis, planning, programming and financing approaches to rule of law
  5. Experience in assessment, monitoring or evaluation of UN rule of law programmes preferably  UN mission contexts and post-conflict or crisis situations
  6. Proven ability to draft high-quality reports in English
  7. Field experience in conflict or post conflict settings

 

 

[1] A detailed TOR may be attached if the information listed in this Annex is not sufficient to fully describe the nature of the work and other details of the requirements.

[2] VAT exemption status varies from one country to another.  Pls. check whatever is applicable to the UNDP CO/BU requiring the service.

[3] UNDP preference is not to pay any amount in advance upon signing of contract.  If the Service Provider strictly requires payment in advance, it will be limited only up to 20% of the total price quoted.  For any higher percentage, or any amount advanced exceeding $30,000, UNDP shall require the Service Provider to submit a bank guarantee  or bank cheque payable to UNDP, in the same amount as the payment advanced by UNDP to the Service Provider.

[4] Minimum of one (1) year period and may be extended up to a maximum of three (3) years subject to satisfactory performance evaluation.  This RFP may be used for LTAs if the annual purchases will not exceed $100,000.00.
