Gender mainstreaming refers to the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels. At the United Nations Fourth World Conference on Women (Beijing, 1995), the strategy of gender mainstreaming was explicitly endorsed by the platform for Action which was adopted at the end of the conference. The platform for action calls for the promotion of the policy of gender mainstreaming, repeatedly stating that governments and other actors should promote an active and visible policy of mainstreaming a gender perspective in all policies and programmes, so that, before decisions are taken, an analysis is made of the effects on women and men.

Mainstreaming Rio Convention provisions into key national sectoral policies and/or legislation in Jordan is a three-year medium size, GEF-UNDP funded project, implemented by the Ministry of Environment. The project seeks to support Jordan to overcome the capacities’ shortcomings that constrain the implementation of Rio conventions and other multilateral environmental agreement (MEA) in Jordan. However, the project is expected to improve the awareness and understanding of Rio Conventions’ contributions to local sustainable development among wide spectrum of national and local stakeholders.

As UNDP programs promote gender equality by ensuring that women and men can equally access, participate and benefit from development projects, Rio project highlights gender mainstreaming as an important feature, and recognizes that there is a need for in-depth analysis of the role of women and men in the national environment management system of Jordan to implement Rio convention obligations.

The main objective of this assignment is to provide Rio project with practical guidance on how to address gender inequalities related to the environment management system in Jordan. On the other hand, the consultant can also help and guide the project management to apply a gender perspective to its work and, more specifically, to mainstream gender throughout the project implementation.

The consultant will work closely with, and under the supervision of the project management unit (PMU) and its group of consultants, and gender – related specialists at UNDP Jordan.
