You are kindly requested to submit a quotation for the provision of the following services not later than 17 November 2017.

Please see attached Terms of Reference (TOR).

Professional project design (Architectural and engineering) and Construction Project management services are required for the Interior Renovation of UN office in Nay Pyi Taw, Myanmar and the objective of this assignment is preparation for renovation and furnishing for the all office rooms, as well as supervision of civil works for renovation of UNDP offices in the premises. The approximate area under renovation is 375 sqm.

Major services and activities include but not limited to the following:

  • Perform all required site surveys and measurements and liaise with facility management unit (Landlord) and stakeholders.
  • Execute the UN office Interior design. (concept drawings, working drawings, M&E, Fire alarm system, IT system, access control system)
  • Design the external ramp to ensure the accessibility of the office by disabled people.
  • Design system office furniture, loose furniture arrangement and specifications.
  • BOQ with price estimate.
  • Assist during in the tender preparation and during the tender process.
  • Assist client in obtaining any required authorization / approval from relevant authorities.
  • Oversee and manage contractors involved in the interior renovation works.

 

III.        Scope of work, activities, tasks, deliverables and timelines, plus budget per deliverable.

In close coordination with UNDP Senior Management and under supervision of designated contract management team the Design and Project Management consulting firm will be required to design, supervise and manage the UNDP office interior renovation project.

Task A. Concept design development.

  1. Develop the detailed time schedule for the design phase execution. (Task A, Task B)
  2. Arrange meetings, site surveys and data collection from UN agencies and stakeholder.
  3. Develop the Concept design drawings and Presentation, including 3D renders of selected /principal areas, materials samples and technical specifications presentation.
  4. Finalize and present the Concept design after receiving comments and suggestions from UNDP Senior Management and stakeholders.

Task B. Working drawings package, BOQ, Works schedule development.

  1. Develop the Working drawings package.
  • Architectural and design drawings and specifications, including all necessary floor plans, sections, elevations, schemes, details.
  • MEP drawings and specifications, including low-voltage systems.
  • LAN, Data system drawings and specifications. -          Access control system.
  • Fire alarm system drawings and specifications. -          Furniture layouts and specifications.
  1. BOQ for renovation works with price estimate.
  2. BOQ for furniture supply and installation with price estimate.
  3. Revise the design documentation and BOQ as needed until the price estimates fit in UN construction budget expectation.
  4. Finalize the Working drawings package and BOQ after receiving comments and suggestions from UNDP Senior Management and stakeholders.
  5. Develop works execution time schedule.
  6. Assist UNDP in obtaining necessary authorizations and approvals from building owner and respective local authorities.

Task C. Tender preparation and selection process support.

  1. Assist UNDP in preparation of TORs and tender documentation for construction contractor and furniture supply and installation contractor selection.
  2. Conduct together with UNDP pre-tender meetings and pre-tender site visits.
  3. Provide technical assistance during the Bids evaluation, submit a comprehensive written report with recommendations on the award and contracts.
  4. Assist UNDP in Contracts preparation.

Task D. Construction management. Construction supervision.

  1. Review and approve the contractors shop drawings.
  2. Review and approve contractors works execution schedules.
  3. Provide day-to-day comprehensive construction site supervision through the appointed Site Engineer.
  4. Organize all necessary meetings with Client and contractors.
  5. Change orders analysis.
  6. Quality assurance and control.
  7. Lead commissioning and validate tests results.
  8. Validate works done as per approved milestones.
  9. Issuing all necessary certificates as per FIDIC rules.

Defect liability period 6 months

 

 

CONDITIONS

Payment Terms

  • Upon completion of the Task A  20%.
  • Upon completion of the Task B  30%.
  • Upon completion of the Task C  10%.
  • Upon completion of the Task D  35%.
  • Upon completion of the defect liability period, rectifying all defects and issuing of Final completion certificate.  5%

Award of Contract

UNDP reserves the right to accept or reject any proposal received in response to this RFQ and to negotiate with any of the proposers or other firms in any manner deemed to be in the best interest of UNDP.
