| Overview : Climate change is one of the great challenges facing the World economies and societal development. Developing states including Zanzibar Islands are suffering most due to their low economic conditions that limit their capacity to address mitigation and adaptation initiatives. For Zanzibar, mitigation and adaptation measures are crucial for reducing the impacts of climate change, which are already being experienced in Zanzibar, including the sea level rise and increased rainfall variability. Almost all recent modelling indicate that impacts are expected to be stronger and sooner than previously projected. Developing countries offer a number of cost-effective opportunities for reducing and avoiding emissions, but they are also particularly vulnerable to climate change impacts. The people most at risk from climate change live in countries that have contributed the least to the problem. Further, those most affected are also the least able to cope, making it an issue of inequality and insecurity. If efforts for fighting climate change are to be successful, it is clear they will require a dramatic increase in investment in developing countries. Developing countries have agreed to prepare and implement Nationally Appropriate Mitigation Actions (NAMAs) as a part of their contribution to global mitigation efforts. This contribution is underpinned by financial, technology and capacity building support from developing countries. Zanzibar intends to prepare a National Appropriate Mitigation Action (NAMA) focusing on enhancing Zanzibar’s capacity in mitigating Greenhouse gases from forestry and energy sectors. The NAMA is one of the key initiatives to support the implementation of the Zanzibar Climate Change Strategy (2014); it is also in line with the National INDC submitted to the UNFCCC which aims to, among other things, enhance and up-scale implementation of participatory forest management programmes and promote clean technologies for power generation; and diverse renewable sources such as geothermal, wind, solar and renewable biomass. This NAMA proposal will contribute towards the development and implementation of the NDC. UNDP will support the preparation and submission of the 5th Round NAMA Facility Proposal to accelerate access to climate finance and implementation of actions on the ground. In this perspective, UNDP is seeking a consultancy service to review the NAMA Outline Proposal, submitted during the 4th Round Call for Proposals. The consultant is expected to revise the Proposal based on the comments provided by the NAMA Facility, and in line with the requirements of the 5th Call Outline. The consultant will work very closely with UNDP and Zanzibar’s Department of Forestry and Non-Renewable Natural Resources under the Ministry of Agriculture, Natural Resources, Livestock and Fisheries to finalize the assignment in the shortest time possible, and in a cost-effective manner. The preparation of the NAMA will be in close collaboration with other relevant institutions and stakeholders including the Departments of Environment, Energy and Minerals and Transport. |
