| Overview : The Comprehensive Rural Development Programme (CRDP) adopted by Cabinet in 2009 consisted of three pillars: - Land Reform;
- Agrarian Reform and
- Rural Development
Since 2009 the department began to pilot, learn and develop programmes on rural development. In 2011 the Green Paper on Land Reform was also adopted by Cabinet and since then, it has over the 75 months (+6 years) placed increased focus on developing policies, testing them and piloting others. There have been a number of participatory implementation initiatives, particularly from 2010 to 2014 including community profiling, Participatory Rural Appraisals (PRA) and household profiling; this practice gradually dwindled from 2014-2015 to a focus on household profiling. Furthermore, since 2014 there have also been a number of programmes and policies that have been evaluated either internally, by expert institutions as well as by the Department of Planning, Monitoring and Evaluation (DPME). There are also some evaluations that are still work in progress. In this regard, UNDP and the Department of Rural Development & LAnd Reform is seeking services of an Institution which needs to undertake a desktop assessment and collation of relevant information and support with its analysis and packaging for use in field engagements on a project to initiate, consolidate and mainstream Evidence Based Policy Research methods towards policy and policy implementation improvements to the Rural Development Programme. |
