4.     DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Interested individual consultants should submit the following documents/information to demonstrate their qualifications:

1. Proposal:

(i) A one-page Letter of Interest, explaining why they are the most suitable for the work

(ii) Personal CV including past experience in similar assignments and accessible contact details (preferably e-mails and mobile phones) for at least 3 references

 

5.     FINANCIAL PROPOSAL

The candidates, who will be determined as technically qualified during technical evaluation will be requested to submit ‘Financial Proposals’.

The financial proposals shall be submitted in UNDP’s standard format which will be communicated to technically qualified candidates.

The payments shall be made to the Individual Consultant (IC) based on the number of actual days invested for the respective deliverable.

 

6.     EVALUATION

Applicants meeting the minimum qualification requirements listed in the Terms of Reference will be short-listed and asked for price proposals. The selection of the Consultant will be made in accordance with the quality-cost based selection method (70% technical component and 30% price component). Only successful candidates will be contacted as a result of the evaluation.

 

                                                                        ANNEX 1 – TERMS OF REFERENCE (ToR)

                                                                                 Communications Consultant

 

1.     Background and Context

On September 25th, 2015, UN Member States adopted a set of goals to end poverty, protect the planet, and ensure prosperity for all as part of a 2030 Sustainable Development Agenda which is composed of 17 goals. Each goal has specific targets to be achieved until 2030. For the goals to be reached, everyone needs to do their part: governments, the private sector, civil society and individuals. To support Turkish Government’s efforts in achieving the goals, UN in Turkey designs an advocacy plan to promote the goals. To that purpose UN in Turkey plans to deploy a “Communications Consultant”.

 

2.     Description of Responsibilities

The Communications Consultant is expected to provide specialist support in the field of developing an “Advocacy and Campaign Strategy” for the 2030 Sustainable Development Agenda and Sustainable Development Goals which are detailed in the following link: http://www.un.org/sustainabledevelopment/sustainable-development-goals/.

While performing his/her duties, the Consultant will work in close coordination with the UN Communication Group and UN Agencies in Turkey.

 

3.     Duration

The assignment is expected to start on February 12 2018 and it is expected to be completed by April 10 2018. The consultant shall be expected to work for a maximum number of 30 man/days throughout the contract validity.

 

4.     Deliverables

The consultant is expected to develop an “Advocacy and Campaign Strategy” as detailed below:

The activities to be performed by the Consultant for development of the deliverable include, but are not limited to the following:

1. Conducting desk review of existing SDG campaigns in Turkey.

2. Consultations with Stakeholders.

3. Drafting SDG Advocacy Campaign.

The number of days presented in above table is the ‘estimated number of man/days to be invested’ for development of the deliverable and hence is indicative. The payment to the IC will be effected on the basis of actual number of days invested in the deliverable and upon acceptance and approval by UN RCO.

 

5.    Institutional Arrangement

The Individual Consultant (IC) will work under direct supervision of and report to the UN Resident Coordinator (RC) and accordingly, the activities and deliverable of the IC will be subject to approval of UN Resident Coordinator.

In the meantime, the IC shall work in close coordination and cooperation with Head of the Office of the Resident Coordinator and UNIC (United Nations Information Center).

Resident Coordination Office (RCO) will provide physical facilities (e.g. working space, computer, printer, telephone lines, internet connection etc.) to the IC.

 

6.     Place of Work

Place of work for the assignment is, Ankara. In case the Consultant is required to travel to perform the tasks listed in the Terms of Reference, as endorsed by the Resident Coordinator in advance, the travel (economy class) and accommodation costs shall be borne by RCO through the official travel agency as per UN practice.

 

7.     Minimum Qualification Requirements

Education

  • Bachelor’s Degree in Communication or related fields.

Asset: Master’s Degree in Communication or related fields.

General Professional Experience

  • At least 5 (five) years of professional experience in communications with involvement in TV, radio, social media, etc.
  • At least 2 (two) years of professional experience in working with government institutions.

 Specific Professional Experience

  • At least 2 (two) years of experience in communication related field in an international environment.
  • Fluency in English and in Turkish.

Notes:

  • Internships (paid/unpaid) are not considered professional experience.
  • Obligatory military service is not considered professional experience.
  • Professional experience gained in an international setting is considered international experience.
  • Experience gained prior to completion of undergraduate studies is not considered professional experience.

 

8. Payments

Payment will be made within 30 days upon acceptance and approval of the deliverable by UN RCO on the basis of actual number of days invested in the deliverable and the corresponding Certification of Payment document signed by the Consultant and approved by the RC. The total amount of payment to be effected to the Consultant within the scope of this contract cannot exceed equivalent of 30 man/days.

The expert shall be paid in US$ if he/she resides in a country different than Turkey. If he/she resides in Turkey, the payment shall be realized in TRY through conversion of the US$ amount by the official UN exchange rate valid on the date of money transfer.

The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc.

If the deliverable is not produced and delivered by the consultant to the satisfaction of UN RCO, no payment will be made even if the consultant has invested man/days to produce and deliver the deliverable.

Tax Obligations: The IC is solely responsible for all taxation or other assessments on any income derived from UNDP. UNDP will not make any withholding from payments for the purposes of income tax. UNDP is exempt from any liabilities regarding taxation and will not reimburse any such taxation to the IC.
