Overview :

UN Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 47 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.  

The MM4P programme launched in 2012 because UNCDF saw that the gains in digital financial services (DFS) were not reaching LDCs. MM4P was created to demonstrate how the correct mix of financial, technical and policy support can build a robust DFS ecosystem that reaches low-income people in LDCs. In doing so, it has helped accelerate growth in several countries, identified some of the levers to help markets develop and supported efforts to reach the last mile.

MM4P is running a FinTech Challenge in Sierra Leone, in partnership with Bank of Sierra Leone and FSD Africa.  In Round 1, 20 applications were received and design grants were awarded to three finalists.  The three finalists will present their findings and a minimum viable product at the finale event during a live pitch tentatively scheduled for May 15, 2018. 

MM4P seeks to present the 3 finalist teams and document how they are getting ready for the finale, in which one of them will be awarded US$100,000.

UNCDF seeks a company to provide the aforementioned services.

The contractor will collaborate with UNCDF staff to brainstorm content and adapt messaging to be delivered through determined delivery channels. Specifically, the recipient will coordinate with the Technical Specialist in Sierra Leone during the shooting, and the Brussels Knowledge Management Team in the editing process for feedback.

Deliverables

  • Producing 3 videos, one per FinTech, of 3 minutes each to showcase the journey of the finalists towards the finale
  • Producing 1 summarizing video of less than 3 minutes
  • Video and sound editing. Music free of copyright to be provided.
  • High definition final versions to be delivered either in URL format, a downloadable format or in a hard disk.

Footage will include:

  • interviews of the fintechs’ teams
  • interviews of Sierra Leone people to illustrate the problem to be solved
  • everyday life in Sierra Leone

Location: Freetown Sierra Leone

Timeline: On-site support to be provided during April 1 – May 9, 2018. The deadline for the final and approved edited work is May 10, 2018. (40 working days)
