Overview : Procurement Notice No.: IC/TZA/2018/006 Duty Station: Dar Es Salaam Eligibility: Qualified and Experienced National Consultants are invited to submit their proposals ‘’Women are highly encouraged to apply’’ Period of assignment/services: 24 Working Days Description of the assignment: In accordance with UNDP and GEF M&E policies and procedures, all full and medium-sized UNDP support GEF financed projects are required to undergo a terminal evaluation upon completion of implementation. Considering that, UNDP is seeking a National Consultant for the Terminal Evaluation (TE) of the project titled “Strengthening climate information and early warning systems in Tanzania for climate resilient development and adaptation to climate change. (PIMS #5096)”. Two consultants, one international and one national, will be hired to accomplish the assignment, with the international consultant leading. Description of Responsibilities (scope of the work) An overall approach and method[1] for conducting project terminal evaluations of UNDP supported GEF financed projects has been developed over time. The evaluator is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of UNDP-supported, GEF-financed Projects. A set of questions covering each of these criteria have been drafted and are included with the attached TOR. The evaluator is expected to amend, complete and submit this matrix as part of an evaluation inception report, and shall include it as an annex to the final report. The evaluation must provide evidence‐based information that is credible, reliable and useful. The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, the GEF operational focal point, UNDP Country Office, project team, UNDP GEF Technical Adviser based in the region and key stakeholders. The evaluator is expected to conduct a field mission to Dar es Salaam, Dodoma, Arusha, Mtwara, Moshi and part of Pangani and Ruvuma and southern Coast Basins, including the project sites in Meru and Liwale districts.
