Overview :

The Departments of Peacekeeping Operations and Field Support established a Programmatic Funding Working Group in 2016, to clarify existing and, where required, formulate additional procedural and policy guidance for missions on programmatic funding in areas other than DDR/CVR and mine action. Specific guidance on the use of programmatic funding was shared with missions since 2016 and was consolidated in “Guidelines: Mandated Programmatic Activities Funded through Peacekeeping Assessed Budgets”, issued in November 2017.

Experience so far, as well as questions by UN legislative bodies, indicate that further policy and guidance are necessary to ensure a clear link between programmatic resources and mission mandates, longer term objectives, and the resources and partners available to pursue those objectives; to have consistency in the governance framework at UNHQ and in the field; and to strengthen implementation and reporting tools. There is also a need to develop a coherent narrative on the purpose and impact of programmatic approaches, placing the use of these specific resources within the larger context of a plan to support transition processes and the sustaining peace agenda.  

UNDP is seeking for a period of 60 working days to produce a Survey of Practice aimed at consolidating information on how UN peace operations and partners have planned, resourced, implemented, managed, monitored and reported on programmatic activities since 2016 – in areas other than DDR/CVR and demining. The Survey will also include recommendations to improve the framework and modalities for the use of programmatic funding. The consultant will present the findings of the Survey to key stakeholders including, but not limited to, DPKO/DFS and the main implementing partners/AFPs.
