Overview :

The Republic of the Philippines has been Party to the Convention on Biological Diversity (CBD) since June 12, 1992. The Parties to the Convention on Biological Diversity, in 2010 in Nagoya, Japan, adopted the Strategic Plan for Biodiversity 2011-2020 with the purpose of inspiring broad-based action in support of biodiversity over the next decade by all countries and stakeholders. The Strategic Plan is comprised of a shared vision, a mission, strategic goals and 20 ambitious yet achievable targets, collectively known as the Aichi Targets. The Strategic Plan serves as a flexible framework for the establishment of national and regional targets and it promotes the coherent and effective implementation of the three objectives of the Convention on Biological Diversity.  The 20 Aichi Targets are grouped into 5 strategic goals with each goal addressing the different challenges facing biodiversity conservation.  As a signatory to the Convention on Biological Diversity (CBD), parties are committed to prepare and implement their National Biodiversity Strategy and Action Plans (NBSAP).  This is a significant contribution to the Philippines’ efforts towards implementing the CBD Strategic Plan 2011-2020 at the national level and integrating biodiversity conservation into national and local plans. The Philippine Biodiversity Strategy and Action Plan (PBSAP) is the country’s roadmap to conserve its biodiversity and achieve its vision - “By 2028, biodiversity is restored and rehabilitated, valued, effectively managed and secured, maintaining ecosystem services to sustain healthy, resilient Filipino communities and delivering benefits to all.”

To mobilize resources for the implementation of the PBSAP, the Biodiversity Financing Initiative (BIOFIN) will contribute to closing the financing gap for the conservation and sustainable use of biological diversity by identifying, accessing, combining and sequencing sources of biodiversity funding to meet national needs. Increasing awareness on the PBSAP and biodiversity of the country is one of the components of BIOFIN and to be able to do so, communication, education and public awareness activities should be in place.

The motion graphics video will provide a brief situationer of the current status of biodiversity and how we can address the threats to it through the PBSAP. A motion graphic designer/editor shall be contracted to create the said video, which will be used as an information material in all BIOFIN activities.

 

SCOPE OF WORK

The Motion Graphic Designer/Editor shall produce a five-minute (maximum) motion graphic video in at least 1081p quality with two versions – Filipino voiceover and English voiceover.

 

  • Prepare design plan, concept and layout for motion graphic video based on the needs of the BIOFIN PMU;

  • Design and create enticing motion graphics showing the following:

    • Status of biodiversity in the Philippines

    • Economic benefits from biodiversity

    • PBSAP targets and priority programs

    • Biodiversity expenditure review results and the need to address the financing gap for biodiversity conservation

    • Biofin efforts to narrow down the gap – mainstreaming, localization, earmarked funds, BIOFIN bills c/o Cong. Sato

    • 20@20 Biodiversity Finance Plan for the Philippines - proposed finance solutions

  • Design and create appropriate storyboard and script in consultation with the BIOFIN PMU;

  • Create and deliver motion graphics in various media including web, mobile, etc.

  • Work with the BIOFIN PMU to understand project scope and objectives.

  • Select appropriate audio and video clips, sound effects, photographs, colors, illustrations and animation as well as provide a professional voiceover for the motion graphic video in consultation with BIOFIN PMU.

  • Work with BIOFIN PMU to resolve technical and/or design issues.

  • Provide professional editing of raw video footage and add effects/elements to enhance motion graphics as needed.

  • Research and analyze best design techniques and solutions to create motion graphics.

  • Maintain up-to-date knowledge about latest graphic design techniques.

  • Ensure compliance with company guidelines, deadlines and design standards.

Institutional Arrangement

The Information and Communications Assistant shall directly supervise the Motion Graphic Designer/Editor and his/her output shall be approved and accepted by the BIOFIN Project Manager.

Based on the table above, outputs will be submitted to the BIOFIN Information and Communications Assistant and Project Manager in the dates indicated.  Video content, as applicable, shall be given to the Motion Graphic Designer/Editor to guide him/her in producing desired outputs. 

The BIOFIN Information and Communication Assistant shall work closely with the Motion Graphic Designer/Editor to ensure that the output adheres to the needs of BIOFIN PMU as well as to relevant policies of the organization.

 

Duration of the Work

The expected duration of work is estimated at 3.5 weeks. 

 

SCHEDULE OF PAYMENTS AND DELIVERABLES

The all-inclusive and fixed lumpsum amount for this services.

  • First Tranche   10%    - Upon submission of initial design plan, concept, layout, and script for motion graphic video;
  • Second Tranche 30% - Upon submission of final design plan, concept, layout, and script for motion graphic video;
  • Third Tranche  30%    - Upon submission of draft 5-minute (max) motion graphic video;
  • Fourth Tranche 30%   - Upon submission of Final 5-minute (max) motion graphic video

QUALIFICATIONS

Education:

  • Relevant degree such as Development Communication, Mass Communication, Broadcast, Film or any related courses; and

Experience:

  • Three (3) years of relevant experience in motion graphic design.

Language:

  • Fluency in written and spoken English

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
